On July 18, 1991, a man who had shot and killed a police officer was found dead by the neighbor in whose house he had taken refuge after he had a shoot-out with a Pasadena, Texas Police officer.

The man, whose name was Marvin Harris, had an emotional and mental handicap and had complained to his family several times about the local police harassing him. On July 17, PPD officer Jeff Ginn entered Mr. Harris's backyard with his gun drawn where Mr. Harris was barbecuing.

Mr. Harris asked the officer to put down his gun, that he was doing nothing wrong. The officer accused him of burning marijuana in his barbecue pit and said he was under arrest.

Mr. Harris denied this and again asked the officer to put his gun away. When the officer refused, Mr. Harris went inside his house to retrieve an inoperative 22 pistol. When the officer saw it he opened fire on Mr. Harris but did not hit him. The only bullets found in Mr. harris's backyard were from the officer's gun. Mr. Harris's 22 was tested several times after the incident and it consistently misfired.

When the officer ran out of bullets, Mr. Harris went back inside to get his M1 rifle. The officer ran from the backyard calling in that he was under fire and that he needed back up.

Before the officer could take off on his motorcycle, Mr. Harris came out his front door and began firing at the officer. The officer took a hit and as he attempted to make it across the street on foot, Mr. Harris shot him again, took his gun and then fled to a neighbor's house.

The neighbor later told the family that at no time did Mr. Harris point a gun at him or threaten him. Marvin told him what had happened and that he needed to use his phone as he did not have one, that he had shot a police officer in self defense and that he did not know if the officer was dead. Mr. Harris asked if he could use the neighbor's phone to call the FBI to come get him out of Pasadena because the PPD were certainly kill him.

Mr. Harris was found dead the next morning by the neighbor's wife. He was lying in the same spot where he had fallen asleep in her kitchen by the door to the garage where the Houston Swat team had congregated. He was in the same position as he was when she first checked on him to see if he was awake and wanted some breakfast. However, this time there was a pool of blood under his head.

Mr. Harris had written his account of what happened and told her to make sure his family got it because he was sure he would be murdered by the police if they were to take him into custody. The FBI had refused his request to be taken into custody by them.

The police had microphones on the garage wall and heard about the note. The neighbor's wife put in her bible for safe keeping but the police tore up her house looking for it and then took it without telling the family of its existence.

The family was told by the police that they could not see Mr. Harris's body because he had blown his head off with his M1 rifle. His family insisted on seeing him anyway and when they did, Mr. Harris's head was not only intact but the only damage he sustained was a clean shot through his left eye.

The family took photos of Mr. Harris's body which have been studied by an expert in suicides and it was deemed that there is no way Mr. Harris was shot with an M1 rifle. His face also was in a peaceful mode as if he was sleeping. The funeral home director said that was not the expression of a man who had committed suicide.

In 1994, the police report was smuggled out of the Pasadena Police Department and given to the Houston Chronicle who printed a front page story about the wrongful actions of the police officer whom Mr. Harris shot and whom Mr. Harris believed he killed in self-defense.

Since the incident it has been discovered that this officer was put into service by the existing mayor at that time as a favor to the officer's father and that he was never properly trained. The officer's gun was reported to be a silver Colt 45 with his name engraved on it and he was supposedly very "cocky" and a "lone ranger".

If Mr. Harris was executed by the police, then not only was his civil rights violated and his right to a trial by jury denied, but he was also murdered in cold blood and charges should be brought against those who ordered and caused his death.

According to the police report, there was no marijuana or any other drugs found in Mr. Harris's barbecue pit or house and none found in his body according to his autopsy report.

Mr. Harris's parents both died not long after the incident as the tragedy and injustice of it took a toll on their health. Mr. Harris's two sisters are still alive and have done a great job of getting on with their lives but they have many friends and other family members who would like to see what they believe to be the truth about how Mr. Harris died to be brought to light as well as have those responsible for his death be prosecuted and have the "suicide" cause of death be removed from his death certificate and be replaced with one of "homocide."

Having been able, along with the Marvin Harris family,  to spend several hours with the so-called hostages, who gave us their side of the story, which differed greatly from what others have said or been told, and having been able over the years to speak to others in the know, including city officials, the incident did not go down as others would like to believe.

However, I have come to the conclusion that people will believe whatever they want regardless of the facts and there is nothing anyone can do or say to change their minds. With that sad knowledge, is also the sad fact that regardless of what really happened , and who believes what, it was a tragic situation that broke the hearts of many family members,  on both sides. 

My main comfort was the vision I had two days after the incident when I saw Jeff Ginn welcoming Marvin  into Heaven. Marvin had prayed to receive the Lord just a few weeks before the incident and supposedly Jeff had accepted the Lord when he was a child. It was a vivid vision and the Lord reminded me that He was still in control and His ways are not our ways.

I wish with all my heart that Marvin and Jeff were still with us.  Sadly, Marvin was negatively affected by the 1960's hippie movement and the very funny, talented and good looking boy grew up to become a very troubled man. His family tried to help him, but were powerless to do so. Both his parents died of a broken heart, not just for the loss of their son but also for the loss of Jeff Ginn.

 A month before the incident I hit my knees beseeching Father God to set my Marvin free from his mental and emotional afflictions. I had no idea the answer would the death of another by his hands and then his death,  which, according to the funeral director, could not be suicide. When I saw him at the funeral home, there was a clean shot through the left  eye with hardly any facial damage and there was a peaceful look on his face which the funeral director said was not the face of a suicide, and certainly not one by an MI rifle.  He further  stated that Marvin had to be sleeping when he died. However, the police told the Harris family, via the police chaplain, that Marvin had blown his head off with his rifle and that they could not see him. Thankfully, they insisted, and thankfully that was not the case.

Today, almost 25 years later, I still don't understand why it had to happen. For a very long time I was very angry at God        for the way He answered my prayer, but eventually I realized that I had to trust Him, and that all things work together for good for those who are in Christ Jesus and called according to His Purpose. And to that ,as a Christian, I have to respond with "Yea and Amen" So be it!   It is well with my soul.  But even so, come quickly Lord Jesus.

 I don't know who this person was that did the all caps on the Marvin Harris Story.  But he is totally wrong. Why do people think they need to put a spin on something they just read about in the newspaper.  He wasn't there. Period. So don't be rushing to judgment. This will be sorted out maybe not today but it will be.  What that has been done in secret and darkness will be revealed in light. revenge for Marvin.  No justice.

 The report at the open records that person read on Jeff Ginn was the cover up story.  I know because I was there. Marvin Harris was always being harassed by the Pasadena Texas Police department.  Why? He took some officers down that he reported rolling drunks at Gilley's Club in Pasadena, Texas.  In the end, they got him for it but not until they continuely harassed him with phone calls all hours of the night. They chanted what you gonna do when we come for you retard retard......Jeff Ginn was making plans after being told in muster not to harass him. 

Sitting in a restuarant that morning over coffee planning on meeting up with his buddy at lunch to discuss what he did. The lady was not a hostage.  She was afraid to leave Mr. Harris.  She was in a back bedroom and could go out the window. She fixed him a sandwich the night before and came in to check on him in the morning. He had told her he wrote the account of what happened and she put it in her bible. Mr. Harris had gone to their house because he had no phone.  He took it out because of the harassing calls.

A week before Mr. Harris died the swat team surrounded his house because someone report gun fire.  Marvin could not hear them calling for him to come out of the house because he was asleep in his sound proof music room and there was no phone. Marvin had a missing finger caused by a machine accident and he could not have pulled the trigger to put the hole in his eye. This story will be told someday because the major players are dead, gone, retired whatever.  I suspect someone will come forward to clear his conscience before death. Many people know the truth and many have keep silence for fear of rogue police.  But now after all the years someone just might realize they have nothing to fear.

Marvin W. Harris  July 11, 1991 died for no reason.  He should have had his day in court.  The color of blue probably would have prevented a fair trail so maybe this was best.  Still missing him after all these years and the anniversary is coming up again. I pray someone comes forth in my lifetime. My brother was murdered by the Pasadena Police.  He shot Jeff Gin in self defense. Autopy report no drugs in Marvin's system and he was on no meds because he didn't need them. This didn't happen because of a crazed mentally ill man. This happened because Marvin did what he thought was right and he paid the ultimate price...his life. Not the end of the story.  To be continued.

I read this version of events, I read Joe's commentaries and then I had to add what I know based on what really happened, according to official reports and general knowledge.

In 1991, I was a certified Texas peace officer and I remember hearing numerous discussions about what had happened in this case and how sad and tragic the incident was for both the police officer involved and the family of the gentleman who was shot.

Last year, when I was visiting my family in Texas, I spoke with a retired Houston police officer, who was selling a book he wrote about his experiences at Houston Police Department. He was at the SEXAT Gun Show and I like to go there just to see what is going on. He knew a lot about what really happened in the incident since it was widely discussed at the time. Whether he was on the SWAT team or not, I have no idea.

The police officer who was killed was not a rookie. He had eight years solid experience as a peace officer.

The call that led up to this incident came in as a disturbance call. Apparently one of the neighbors felt that the subject, Mr. Harris, was acting in a peculiar way and Marijuana MAY have been mentioned but memories tend to dim with time.

The police officer had a name too.

He was Patrolman Jeffery Dean Ginn and he was shot and killed Wednesday, July 10,1991 and ended his earthly Watch, 10-42,10-7 at that time.

He was 29 years old and he left behind a wife and two daughters, and his parents who miss him! Law Enforcement agencies all over the country mourned with them.

These people don't understand that when a police officer is killed, it is an assault on ALL police officers. I can't explain it. The closest thing you can compare it with is when you are in the Army and one of your buddies gets shot and killed. It hurts.

The retired Houston officer did not know Officer Ginn or Mr. Harris personally. Neither did I.

Joe did a rather good job of summing up what happened, considering he did not have the facts at hand. He was close, however.

The story that originally appeared was close in many aspects but based on my training and experience, a lot of it could never have happened and some of it did not happen.

With all due respects to the anonymous writer and to my collague Joe, I went to the Memorial Site for Officers Killed in the Line of Duty and there I found Officer Ginn's entry. This material that is posted there tends to be the truth as it is open to public scruntity and pubic approval for the entire nation to see.

Officer Ginn's PROBABLE CAUSE for being in the neighborhood and not on his traffic detail is because he was requested by the 911 operator to go and check out a disturbance call that somehow involved a fire being set in a backyard and marijuana and a man with a RIFLE as the source of the disturbance. He was probably the nearest unit to the scene and so he was assigned to work it because that is how responses to service calls tend to work. It was LEGAL for him to be there. He was SENT there on LEGITIMATE BUSINESS to check out a disturbance.

Mr. Harris was apparently known to the police department as a psychiatric subject or a mentally disturbed person, a 10-96. Apparently he had been treated for his psychiatric illness and may have been " off of his meds." The subject had also been known to threaten police officers several times and this information was well known to the patrol officers. Unfortunately, it did not seem to be known by Officer Ginn who most probably was in the Traffic Division since he had his motorcycle helment on in the photo that went on the Fallen Heros' Memorial Page. I am wondering why any patrol division personnel did not contact Office Ginn to warn him or why no back up unit was dispatched per departmental policy, like where I worked and quite a few other urban law enforcement agencies. Especially on a "man with a gun" call.

Officer Ginn approached the scene exactly how he was trained with pistol in hand because when you are dispatched to a "man with a gun in a disturbance call," in the Houston/ Pasadena Metropolitan area especially, you had better be ready for almost anything. When Mr, Harris saw Officer Ginn, he opened up on him immediately with either a .22 or the M-1, striking him at least once. Officer Ginn then exchanged gunshots with Mr. Harris, then retreated, looking for cover and requesting back-up, officer shot, assistance. What happened next was murder on the part of Mr. Harris. He deliberately approached a wounded, uniformed police officer with a M-1 and shot him twice, once in the chest and once in the head.

In Texas, this is considered Capital Murder. You can get the death penalty for doing what this man did, especially when the officer was merely following department procedure and doing what any other well-trained officer would have done under the same circumstances. Except he had no back-up.

After killing Officer Ginn, the gunman then held a woman hostage for nearly 20 hours before committing suicide.

And that was what REALLY happened.

Whether or not Mr. Harris engaged the SWAT in a fire fight, I have no way of knowing based on what is given here in the original posting. Since this man had aready shot and killed one police officer, based on my training and experience, SWAT would have taken every precaution to prevent civilians from entering the area. They would have set up a perimeter and attempted to negotiate with Mr. Harris. If he had opened fire on them, the sniper would have neutralized him --and it would probably have been a head shot.

I do not know what point Mr.Harris took his own life.

He may have had a lucid moment when he realized that he had committed capital murder, a crime for which Harris County is swift to recommend the death penality and so he decided to execute himself instead.

Joe is right when he refers to "Suicide By Cop" -- where a person deliberately provokes law enforcement agency personnel into shooting him dead. So you might say this descent into suicide started when he murdered Officer Ginn in cold blood.

The .22 pistol tht the original message poster referred to was probably used by Mr. Harris to commit suicide since it would leave a small, clean entry wound and a significant exit wound depending on the velocity of the shell used, thickness of the cranium, and it sounds like to me that was his weapon of choice in the suicide. It is not at all unusual for a weapon used in such a fashion to have been damaged when SWAT swept the building looking for other shooters in an attempt to secure the premises. They have the legal right to do so.

I am extremely sorry for all of the families but I have no sympathy at all for someone who deliberately assassinates a police officer. Absolutely NONE!

This officer was responding to a disturbance call and he had every right to be where he was to investigate the cause of the disturbance to ascertain if the subject of the call was a threat to himself and others. The officer followed his departmental procedure and did not use excessive force or violate Mr. Harris ' Civil Rights in any way.

This incident happened almost 18 years ago.

Officer Ginn was shot and killed after he responded to a disturbance call. The gunman, a former mental patient, then held a woman hostage for nearly 20 hours before committing suicide. Officer Ginn was investigating a fire in the backyard of a residence, unknown to him that the resident was a mental patient. The suspect had made threats to the police department several times. As Officer Ginn approached the backyard with his gun drawn, the suspect saw him and opened fire.

Officer Ginn returned fire and ran across the street to take cover behind a tree. He was shot in the knee with a M-1 carbine and fell in the street. He managed to take cover behind a tree and call for help. The suspect then walked up to Officer Ginn and shot him point blank, once in the head and once in the chest.

Officer Ginn had served with the department for eight years. He was survived by his wife, two daughters, and parents.


IF YOU ARE CONSIDERING A WRONGFUL DEATH LEGAL ACTION CONSIDER THIS:

In Texas, the "statute of limitations" in most claims involving personal injury and death is two years from the date the claim accrued. In wrongful death cases, this is the date of death.

THIS HAPPENED IN 1991 --- 18 YEARS AGO.

THIS MR. HARRIS MURDERED A PEACE OFFICER AND BECAUSE HE DID, HE COMMITTED CAPITAL MURDER AS DEFINED BY THE TEXAS PENAL CODE:

Sec. 19.03. CAPITAL MURDER. (a) A person commits an offense if the person commits murder as defined under Section 19.02(b)(1) and:

(1) the person murders a peace officer or fireman who is acting in the lawful discharge of an official duty and who the person knows is a peace officer or fireman;

THIS PEACE OFFICER WAS NOT HARASSING THIS MAN. HE CAME IN RESPONSE TO A COMPLAINT AND MR. HARRIS COMMITTED CAPITAL MURDER BY MURDERING THE COP.

I HAVE NO SYMPATHY FOR COP KILLERS.

YOU WILL FIND MOST LAW-ABIDING PEOPLE IN TEXAS DON'T EITHER.

IF MR. HARRIS HAD NOT KILLED THE COP AND PUT HIMSELF IN THE BARRICADE/HOSTAGE SITUATION, SWAT WOULD NOT HAVE BEEN CALLED AND MR. HARRIS WOULD STILL BE WITH US, LIVING HIS LIFE.

I WOULD LIKE TO WITHHOLD ALL OPINION AND COMMENTARY ABOUT THIS UNTIL I SAW THE ACTUAL AUTOPSY REPORT FROM THE MEDICAL EXAMINER'S OFFICE. BUT IT LOOKS LIKE SOMETHING THAT IT IS NOT --TOO MANY PIECES MISSING FROM THE PUZZLE HERE.

WHO I AM TO SAY?

I WORKED AS AN ARMED PRIVATE SECURITY PATROL OFFICER IN HIGH-RISK, HIGH-CRIME AREAS SINCE 1981 AND I WORKED IN PLACES MOST POLICE OFFICERS ONLY EXPERIENCE IN THEIR NIGHTMARES. I NEVER VIOLATED ANYONE'S CIVIL RIGHTS.

I TREATED EVERYONE WITH RESPECT AND I ONLY PULLED A PISTOL ONCE ON TWO WHITE GUYS BURGLARIZING A BUSINESS. HAD THEY GOTTEN LOOSE, THEY HAD JUST ROBBED A GUN DEALER'S HOME AND THERE WERE SELECTIVE FIRE AUTOMATIC WEAPONS, LOADED, READY TO GET ME... SO AFTER MORE THAN 20 YEARS IN THIS BUSINESS BEFORE I GOT DISGUSTED WITH IT, I THINK I KNOW WHAT I AM TALKING ABOUT.

I ALSO DIDN'T GROW UP IN ANY RICH PEOPLES' HIGH CLASS NEIGHBORHOODS SO I KNOW A STREET CON AND RIP OFF WHEN I SEE IT, READ ABOUT IT AND HEAR IT.

I ALSO HAVE PEACE OFFICER TRAINING, OVER 2,000 HOURS TO BE EXACT SO I CAN SEE THAT SIDE TOO.

SO I THINK I KNOW A LITTLE BIT ABOUT THIS TOPIC AND THERE ARE SOME VERY SERIOUS ISSUES I HAVE WITH THIS VERSION OF THE STORY.

WHO DIAGNOSED THIS MAN'S HANDICAPS?

DID HE HAVE A PSYCHIATRIC ILLNESS OR WAS THIS JUST HEARSAY?

APPARENTLY THIS WAS GENERAL KNOWLEDGE IN HIS COMMUNITY THAT THE MAN HAD MENTAL DISORDERS?

PERHAPS HE WAS DIAGNOSED WITH PARANOID SCHIZOPHRENIA BECAUSE NO SANE PERSON DRAWS DOWN ON A COP, SHOOTS ONE TWICE WITH A RIFLE AND EXPECTS TO ESCAPE THE CONSEQUENCES.

ACTIONS HAVE CONSEQUENCES AND I CAN SEE SEVERAL PLACES IN THIS TALE OF WOE WHERE THIS MAN SHOULD HAVE DONE THINGS DIFFERENTLY AND PERHAPS HE WOULD STILL BE ALIVE TODAY, ENJOYING THE MILLIONS OF DOLLARS A GOOD ATTORNEY WOULD HAVE GOTTEN FOR HIM FROM A CIVIL RIGHTS VIOLATION AGAINST THE CITY.

HOUSTON AND PASADENA ARE TWO VERY LARGE AND VIOLENT PLACES WITH QUITE ENOUGH TO KEEP THE POLICE VERY,VERY BUSY --- TOO d**n BUSY TO SET UP ON ONE PERSON'S HOUSE. BOTH POLICE DEPARTMENTS HAVE A LOT MORE TO DO THAN TO MAKE ONE MAN THE CENTER OF THEIR HARASSMENT UNIVERSE.

WHICH BRINGS ME TO THIS POINT:

WHAT WAS THE REASON THE COP WAS THERE IN THE FIRST PLACE?

WHAT WAS HIS PROBABLE CAUSE FOR ENTERING A BACKYARD?

WHY WAS THE COP IN THIS PARTICULIAR BACKYARD WITH A GUN DRAWN?

WHY DIDN'T THE MAN CALMLY ASK THE COP WHAT THE PROBLEM WAS?

MOST COPS I KNOW DO NOT GO BURSTING INTO PEOPLES' BACKYARDS WITHOUT A REASON. THE YARD IS USUALLY FENCED AND WITH THE FENCE COMES WHAT IS KNOWN AS A REASONABLE EXPECTATION OF PRIVACY --WHICH MEANS THAT A COP WILL HAVE TO BE ABLE TO JUSTIFY IN COURT WHAT HE WAS DOING IN THAT BACKYARD, OTHERWISE HE WILL BE LOOKING AT A LAWSUIT AND POSSIBLY BEING FIRED AND JUSTIFIABLY SO!

MORE TO THIS THAN MEETS THE EYE...

THIS MAN EITHER HAD A WARRANT OUT ON HIM OR THERE WAS A VEHICLE INVOLVED IN AN INCIDENT WITH A LICENSE PLATE ON IT THAT CAME BACK REGISTERED TO THIS ADDRESS... A NEIGHBOR MIGHT HAVE CALLED IN A BOGUS COMPLAINT AND THE COP HAD TO COME AND CHECK IT OUT...

COPS JUST DON'T SHOW UP IN YOUR YARD FOR NO REASON WITH PISTOLS OUT.
AND THE MAN HAD THE RIGHT TO ASK WHY THEY WERE THERE. AND THEY SHOULD HAVE TOLD HIM.

TO DRAW DOWN ON AN UNARMED CIVILIAN IS UNCONSCIONABLE AND IT WILL GET YOU FIRED IN MOST LAW ENFORCEMENT JURISDICTIONS AS WELL IT SHOULD. COPS LEARN THIS IN THE ACADEMY SO THERE WAS MORE TO THIS THAN WAS TOLD HERE.

MAYBE THERE WAS SOMETHING IN THE LOCAL LAW ENFORCEMENT'S COMPUTER DATABASE ABOUT THIS MAN HAVING ASSAULTED POLICE OFFICERS IN THE PAST OR THAT HE WAS CONSIDERED TO BE A DANGEROUS PSYCHIATRIC SUBJECT.EVEN SO, PULLING A LOADED WEAPON WHILE APPROACHING AN INNOCENT MAN WHO IS JUST BARBEQUING QUIETLY IN HIS BACKYARD DOES NOT MAKE SENSE TO ME AND I DOUBT IT IT WENT DOWN QUITE LIKE THAT.


Mr. Harris asked the officer to put down his gun, that he was doing nothing wrong. The officer accused him of burning marijuana in his barbecue pit and said he was under arrest.

WHO KNOWS WHAT HE WAS REALLY DOING. IT IS CRAZY TO EVEN THINK THAT SOMEONE WOULD BE BURNING VALUABLE MARIJUANA WHEN YOU CAN MAKE A LOT OF MONEY SELLING IT. THIS MAKES NO SENSE.

UNLESS HE WAS ATTEMPTING TO DESTROY EVIDENCE.

MOST OFFICERS I KNOW WOULDN'T EVEN GO ACROSS THE STREET TO CHECK IT OUT IF THEY SMELLED MARIJUANA AND THEY MIGHT( BIG MIGHT HERE BECAUSE MOST DO NOT CARE) HAVE ISSUED A CITATION FOR IT WHICH IS A CLASS C MISDEMEANOR AND THE MAN COULD HAVE SETTLED IT IN COURT FOR A SIMPLE FINE. MOST COPS IN THOSE TWO CITIES, LIKE I SAID, HAVE MORE TO DO THAN TO HARASS PEOPLE FOR JUST SMOKING WEED. THERE ARE REAL CRIMES OUT THERE -- LIKE VIOLENT ONES THAT HAVE A HIGHER PRIORITY THAN JUST SOME PEOPLE SMOKING WEED.

MAYBE THIS GUY WAS A BIG TIME DRUG DEALER. IF SO, HE SHOULD HAVE HAD A LAWYER ON RETAINER THE WAY MOST BUSINESSES HAVE A LAWYER ON RETAINER... IF HE DIDN'T HE WAS STUPID AND STUPID WHERE I GREW UP GETS YOU KILLED.

Mr. Harris denied this and again asked the officer to put his gun away. When the officer refused, Mr. Harris went inside his house to retrieve an inoperative 22 pistol.

THE COP COMES UP WITH A WARRANT. WHICH IS STUPID BECAUSE A COP SHOULD NOT BE SERVING A WARRANT ALONE. THE GUY PULLS OUT HIS PISTOL AND BLASTS THE COP. THE COP SHOULD HAVE HAD ADEQUATE COVER, FOUR FULLY LOADED, EXTENDED MAGAZINES AND A BACK UP WEAPON AND PRACTICED ENOUGH ON THE GUN RANGE TO WHERE HE COULD HAVE NEUTRALIZED THE THREAT AS I WOULD HAVE DONE, BUT, THEN AGAIN, I WOULD NOT HAVE BEEN SERVING A WARRANT ALONE.

IF THE MAN WENT INSIDE HIS HOUSE, MAYBE IT WAS BECAUSE HE HAD INCAPACITATED THE COP ENOUGH SO ALL THE COP COULD DO WAS RADIO FOR BACKUP. NOW THAT MAKES SENSE.


IF THINGS REALLY WENT DOWN LIKE THIS STORY SAYS THEY DID, ONCE THE MAN WENT INSIDE HIS HOUSE, HE SHOULD HAVE CALLED THE POLICE DEPARTMENT AND ASKED THEM WHAT THE COP WAS DOING AT HIS HOUSE AND OFFERED TO SETTLE ANY FINES THAT HE MIGHT HAVE HAD OUTSTANDING. AND HE SHOULD HAVE CALLED HIS LAWYER AND IF HE HAD INCAPACITATED THE COP OR SHOT HIM, HE SHOULD HAVE CALLED 911. IF HE HAD ANY SENSE, THAT IS. HE WOULD STILL BE ALIVE, THE COP WOULD HAVE LIVED AND EVERYBODY WOULD HAVE BEEN A LOT HAPPIER. (IT WAS SAID THAT HE HAD NO PHONE WHICH I FIND DIFFICULT TO BELIEVE.)

IF THE COP HAD NOT BEEN SHOT AND HE HAD NO PROBABLE CAUSE TO BE IN THE MAN'S BACK YARD OR AT HIS HOME IN THE FIRST PLACE,THE COP'S SUPERVISOR WOULD HAVE COME OUT AND GIVEN THE COP A VERBAL REPRIMAND IF HE COULD NOT STATE WITH CLEAR CERTAINITY WHAT HE WAS DOING AT THIS MAN'S HOUSE IN THE FIRST PLACE. AND THE COP WOULD NEVER HAVE BEEN SEEN IN THAT NEIGHBORHOOD AGAIN IF HE DID NOT HAVE A GOOD REASON TO BE THERE. THE MAN WOULD HAVE RECEIVED AN APOLOGY AND THAT WOULD HAVE ENDED THE COP EVER BOTHERING HIM AGAIN.

THE MAN WAS PROBABLY ALREADY ARMED AND OPENED UP ON THE COP WHEN HE SHOWED UP, MORE THAN LIKELY TO SERVE A WARRANT. NOBODY HAS AN "INOPERATIVE WEAPON" IN TEXAS UNLESS IT IS A WALL HANGER FOR DECORATION, YOUR LIFE MAY DEPEND ON YOUR WEAPON WORKING PROPERLY AS THE COP PROBABLY LEARNED AS HE LOOKS DOWN FROM HEAVEN NOW.

ONLY A ******* FOOL IS GOING TO DRAW DOWN ON A COP.

COPS ARE TRAINED TO KILL PEOPLE WHO POINT A FIREARM AT THEM. IT IS ILLEGAL TO ATTEMPT TO KILL A COP OR ANYBODY ELSE.THE COP IS NOT GOING TO SEE IF THE GUN IS INOPERATIVE OR EVEN IF IT IS A REAL GUN. HE IS GOING TO SHOOT AND HE HAS PLENTY OF PROBABLE CAUSE TO DO SO.

When the officer saw it he opened fire on Mr. Harris but did not hit him. The only bullets found in Mr. harris's backyard were from the officer's gun.

NO PROOF, JUST HEARSAY. FRIENDS AND/ OR FAMILY COULD HAVE COME BY AND CLEANED UP THE SCENE. 22 BULLET CASINGS ARE NOT THAT LARGE. IF THE PISTOL HAD BEEN A REVOLVER, THEY WOULD HAVE STAYED IN THE GUN AND IT WOULD NOT HAVE BEEN HARD TO REMOVE THEM AND DISCARD THEM OR PUT NEW ONES IN.

Mr. Harris's 22 was tested several times after the incident and it consistently misfired.

MAYBE "SOMETHING" HAPPENED TO THE GUN THAT CAUSED IT TO BE DAMAGED SO IT WOULD NOT BE ABLE TO BE FIRED AT A COP AGAIN. STRANGE HOW THOSE THINGS SOMETIMES HAPPEN.

When the officer ran out of bullets, Mr. Harris went back inside to get his M1 rifle.

THIS SHOWS A DELIBERATE PREMEDITATION TO KILL THE POLICE OFFICER. THIS MAN HAD TIME TO THINK AND INSTEAD OF CALLING 911 FOR HELP FOR THE OFFICER, HE WENT INSIDE TO GET A MILTARY-STYLE RIFLE WHICH WAS DESIGNED TO KILL OTHER HUMAN BEINGS BECAUSE HE WANTED TO MAKE SURE THE COP WAS REALLY DEAD.

THE POLICE OFFICER WAS DELIBERATELY EXECUTED WHEN THE MAN BROUGHT OUT THE RIFLE.


The officer ran from the backyard calling in that he was under fire and that he needed back up.

SOMEHOW I DOUBT THAT HE WAS IN ANY SHAPE TO RUN AT THAT POINT. THIS SOUNDS LIKE BS TO ME.

Before the officer could take off on his motorcycle, Mr. Harris came out his front door and began firing at the officer. The officer took a hit and as he attempted to make it across the street on foot, Mr. Harris shot him again, took his gun and then fled to a neighbor's house.

THAT IS THE PATROL DIVISION 'S JURISDICITON AS A RULE. THE TRAFFIC DIVISION WRITES THE TICKETS AND HANDLES MOVING MOTOR VEHICLE INCIDENTS AND THEY INVESTIGATE WRECKS, AMONG MANY OTHER THINGS THAT HAPPEN ON THE TRAFFIC ARTERIES. THE PATROL DIVISION CRUISES THE STREETS AS A CRIME DETERRENT AND TAKES REPORTS ABOUT CRIMINAL ACTIVITIY IN THE NEIGHBORHOOD.THEY MAKE ARRESTS TOO.

A TRAFFIC COP DOES NOT GO CRUISING INTO NEIGHBORHOODS AND SHOW UP AT SOMEONE'S BACKYARD WITHOUT A REASON --PROBABLE CAUSE. SOMETHING HAPPENED.

AND BECAUSE WE DO NOT KNOW WHAT HAPPENED --BECAUSE IT ISN'T TOLD HERE -- THIS STORY IS QUESTIONABLE AT BEST.

IF THE POLICE OFFICER IS LEAVING, THEN THE MAN SHOULD HAVE LET HIM GO. HE MIGHT HAVE GONE TO JAIL AND MAYBE EVEN DONE A FEW YEARS IN PRISON ( I WONDER IF HE HAD ANY PRIOR ARRESTS OR MAYBE HE WAS OUT ON PAROLE. SOMETHING.) WHICH WOULD HAVE BEEN BETTER THAN WHAT HAPPENED TO HIM.

AT THIS POINT, IT IS THE MAN WHO IS COMMITTING MURDER.

THEY ELUDED THE COP BUT HE RAN THE LICENSE PLATE AND FOLLOWED THEM TO THE HOUSE WHERE THE VEHICLE WAS REGISTERED. BY NOW, SOME DOPE WAS BEING BURNED TO DESTROY EVIDENCE AND THE COP WAS MET WITH DRAWN PISTOL AND WAS SHOT. HE FELL DOWN, HAD TIME TO MAKE A CALL FOR BACK-UP, OFFICER DOWN.
TO MAKE SURE THE COP WAS DEAD, THE GUY WENT INTO HIS HOUSE AND GOT A RIFLE AND SHOT HIM AGAIN AND AGAIN.

HE MIGHT HAVE BEEN SUMMONED TO THE HOUSE BY THE 911 DISPATCHER FOR SOME REASON.

NOW THOSE POSSIBLE SCENARIOS MAKE MORE SENSE.

The neighbor later told the family that at no time did Mr. Harris point a gun at him or threaten him.

WHO DID HE NOT THREATEN? THE POLICE OFFICER OR THE NEIGHBOR?

I WONDER IF THE NEIGHBORS REMAINED IN THE HOUSE WHILE THE MAN SHOT IT OUT WITH SWAT?

Marvin told him what had happened and that he needed to use his phone as he did not have one, that he had shot a police officer in self defense and that he did not know if the officer was dead.

Mr. Harris asked if he could use the neighbor's phone to call the FBI to come get him out of Pasadena because the PPD were certainly kill him.

THE MAN IS BARRICADED IN A HOME. HE HAS JUST KILLED A COP.

ALMOST EVERY SWAT TEAM HAS A SNIPER. THESE SNIPERS ARE TRAINED TO TAKE OUT SUSPECTS WITH ONE HEAD SHOT. THEY AIM AT THE AREA AROUND THE NOSE WITH THEIR SCOPE. THIS TAKES OUT THE SUSPECT WITH A CLEAN, HUMANE KILL. THE MAN PROBABLY EXPERIENCED A BRIEF SHARP STINGING SENSATION LIKE A WASP STING AND IT WAS ALL OVER FOR HIM.

IT ONLY TOOK THE SNIPER ONE SHOT AS OPPOSED TO TWO RIFLE SHOTS IN THE BACK.

NOWHERE IN THIS STORY DOES IT SAY THAT THERE WERE SHOTS EXCHANGED BY THIS MAN WITH THE SWAT TEAM BUT I IMAGINE THAT IS WHAT HAPPENED.

AND THE FAMILY IS GOING TO BE IN THEIR HOUSE WHILE SWAT IS SHOOTING IT OUT WITH THE MAN?????

SWAT IS NOT GOING TO TAKE OUT A MAN WHO IS JUST SLEEPING. THEY WOULD TRY TO NEGOTIATE WITH HIM FIRST AND MAYBE PUT THE SPECIAL TELEPHONE IN THE HOUSE SO HE COULD TALK TO THEM ON IT. HE PROBABLY OPENED UP ON THE GUY WITH THE PHONE. THAT PUT HIM IN THE RANGE OF THE SNIPER AND HE GOT HIT THEN AND FELL BACK INTO THE HOUSE.

WHENEVER HE SHOT BACK AT THE SWAT, HE SIGNED HIS OWN DEATH WARRANT.

Mr. Harris was found dead the next morning by the neighbor's wife.

I DON'T THINK SWAT WOULD LET CIVILIANS REMAIN IN THE HOUSE WITH A COP KILLER.

Mr. Harris had written his account of what happened and told her to make sure his family got it because he was sure he would be murdered by the police if they were to take him into custody.

IF THERE WERE MICROPHONES, THEY WERE PUT THERE BY THE FEDS, USUALLY IN CONNECTION WITH A NARCOTICS INVESTIGATION WHICH MEANS SOMEONE HAD REASONABLE SUSPICION THAT THE DECEASED WAS DEALING DRUGS IN MAJOR QUANTITIES. AND THERE WAS A COURT ORDER TO PUT THEM THERE. THE BURDEN OF PROOF WILL BE ON THE PERSON MAKING THE ACCUSATION IN THIS CASE.

NOT ONLY THAT, BUT WITH THE PROPER WARRANT, LAW ENFORCEMENT CAN TAP THE PHONES IN A RESIDENCE WHICH IS A LOT EASIER AND LESS RISKIER THAN PUTTING MICROPHONES IN A GARAGE AND RISK BEING SEEN BY THE NEIGHBORS. THESE NEW TAPS OCCUR AT THE TELEPHONE EXCHANGE, NOT IN THE OPEN AND NOT IN A GARAGE. NO LAW ENFORCEMENT AGENCY WOULD DO THIS.

THIS MAN IS HOLDING DOWN AN ENTIRE SWAT TEAM AND HE HAS TIME TO WRITE A NOTE??? The neighbor's wife put in her bible for safe keeping but the police tore up her house looking for it and then took it without telling the family of its existence.

NOTICE IT IS ALWAYS A BIBLE. THE POLICE DID NOT TEAR UP HER HOUSE LOOKING FOR A NOTE, THEY WERE IN THE HOUSE BECAUSE A PERSON HAD FIRED ON THEM FROM THAT HOUSE.THEY WERE MAKING SURE THAT THERE WAS NO ONE ELSE HIDDEN IN THERE WHO COULD FIRE ON THEM. THEY DID NOT KNOW THIS AND THEY SURE AS HELL AREN'T GOING TO TAKE ANYONE'S WORD FOR IT. THEY DIDNT KNOW THESE PEOPLE FROM ANYBODY ELSE AND THEY ARE NOT GOING TO TAKE ANY CHANCES. The family was told by the police that they could not see Mr. Harris's body because he had blown his head off with his M1 rifle. His family insisted on seeing him anyway and when they did, Mr. Harris's head was not only intact but the only damage he sustained was a clean shot through his left eye.

I HAVE SEEN AUTOPSIES AND A GUNSHOT DEATH WITH A LARGE CALIBRE WEAPON IS NOT GOOD TO SEE, ESPECIALLY A SHOT GUN OR RIFLE AT CLOSE RANGE.

THE CLEANESS OF THE HEAD WOUND TELLS ME AND ANYONE ELSE WHO IS FAMILIAR WITH WEAPONS THAT HE WAS TAKEN OUT BY THE SWAT SNIPER FROM A DISTANCE. The family took photos of Mr. Harris's body which have been studied by an expert in suicides and it was deemed that there is no way Mr. Harris was shot with an M1 rifle. His face also was in a peaceful mode as if he was sleeping. The funeral home director said that was not the expression of a man who had committed suicide.

MOST CLOSE UP HEAD WOUNDS WITH A LARGE CALIBRE WEAPON DO NOT LEAVE ENOUGH OF A FACE TO WHERE YOU CAN SEE ANY EXPRESSION AT ALL -- AT LEAST NOT THE ONES I HAVE SEEN. THAT IS WHAT AN M1 RIFLE WOULD HAVE DONE CLOSE UP.

HE HAD A PEACEFUL MODE BECAUSE HE WAS NOT EXPECTING NOR DID HE SEE THE SNIPER WHO TOOK HIM OUT. HE WENT VERY QUICKLY, VERY HUMANELY AND ALL AT ONCE. WHEN HE WAS HIT, HIS SOUL DEPARTED INSTANTLY. HE WOULD HAVE BEEN SURPRISED, THEN ALL MUSCLES RELAXED LIKE IN SLEEP AND IT WAS FAST AND HE DID NOT SUFFER.

YOU NEED MORE THAN PHOTOS TO DETERMINE CAUSE OF DEATH. YOU NEED THE ENTIRE MEDICAL EXAMINER'S REPORT OTHERWISE KNOWN AS THE AUTOPSY REPORT AND ANY PHOTOS TAKEN OF THE DECEASED...ALSO CRIME SCENE PHOTOS. YOU ALSO NEED THE PROPER TRAINING IN ORDER TO INTERPRET WHAT IS THERE CORRECTLY.

In 1994, the police report was smuggled out of the Pasadena Police Department and given to the Houston Chronicle who printed a front page story about the wrongful actions of the police officer whom Mr. Harris shot and whom Mr. Harris believed he killed in self-defense.

YOU DO NOT HAVE TO "SMUGGLE" OUT A POLICE REPORT. THEY ARE PUBLIC RECORD. IF I CAN AFFORD IT, I CAN GO DOWN TO ANY POLICE RECORDS DIVISION AND BUY A COPY OF ANY POLICE REPORT I CAN AFFORD.

HE STILL KILLED A COP. AND I DO NOT THINK THE STORY WENT DOWN LIKE IT WAS TOLD, IT MAKES NO SENSE. YOU DO NOT SHOOT SOMEONE MULTIPLE TIMES AND CALL IT SELF-DEFENSE. THIS WAS AN EXECUTION, DELIBERATELY DONE.

Since the incident it has been discovered that this officer was put into service by the existing mayor at that time as a favor to the officer's father and that he was never properly trained.

WELL, WHEN YOU ARE STUPID ENOUGH TO TRY TO SERVE A WARRANT OR PURSUE A SUSPICIOUS VEHICLE ALONE, YOU ARE NOT WELL TRAINED... BUT THAT DOES NOT NEGATE THE MAN'S INABILITY TO TURN AN OFFICER'S ALLEGED MISTAKE INTO A GOLDEN OPPORTUNITY TO MAKE A FEW MILLION DOLLARS IN A CIVIL LAWSUIT IF HIS CIVIL RIGHTS REALLY HAD BEEN ABRIDGED. HE HAD AMPLE OPPORTUNITY TO CALL HIS ATTORNEY AND STOP THIS BEFORE IT GOT STARTED.
WHAT CINCHED IT FOR ME WAS WHEN HE WENT BACK INTO HIS HOUSE TO GET THE MILITARY RIFLE AND DELIBERATELY KILL THE OFFICER WHO WAS ALLEGEDLY IN RETREAT INSTEAD OF SUMMON HELP FOR HIM. ( I PERSONALLY THINK THE OFFICER WAS BARELY ABLE TO CRAWL OUT OF THERE AND THE MAN ENJOYED MAKING SURE HE WAS REALLY DEAD!)

The officer's gun was reported to be a silver Colt 45 with his name engraved on it and he was supposedly very "cocky" and a "lone ranger".

SO WHAT. I CARRIED A.45 WITH ME IN MY FEW YEARS OF SERVICE. WE DON'T KNOW WHAT THE OFFICER IS LIKE BECAUSE HE IS DEAD NOW. AND WHEN AN OFFICER IS MURDERED IN COLD BLOOD LIKE THIS, I DON'T CARE WHAT HE WAS LIKE BECAUSE IT ENCOURAGES SCUMBAGS TO OPEN UP ON ME TOO.

I HAVE NEVER HAD A CIVIL RIGHTS VIOLATION SUIT OR EVEN AS MUCH AS A COMPLAINT BUT IF PEOPLE FELT FREE TO MURDER POLICE OFFICERS -- THE GOOD ONES AS WELL AS THE BAD ONES WOULD ALL BE STEREOTYPED AND ANYONE WITH A UNIFORM WOULD BE A TARGET IF A GUY GETS AWAY WITH KILLING A COP.

IT IS NOT MY CALL TO JUDGE THIS COP.



If Mr. Harris was executed by the police, then not only was his civil rights violated and his right to a trial by jury denied, but he was also murdered in cold blood and charges should be brought against those who ordered and caused his death.

WHEN YOU KILL A POLICE OFFICER, AND THEN YOU BARRICADE YOURSELF IN A HOUSE NOT EVEN YOUR OWN AND EXCHANGE SHOTS WITH A SWAT TEAM, FOR GOD'S SAKE, YOU ARE ASKING FOR IT. THEY ARE NOT GOING TO THROW YOU FLOWERS , KISSES AND CONFETTI. THEY ARE GOING TO KILL YOU IF YOU SHOOT IT OUT WITH THEM AND THAT IS WHAT HE DID OR THEY WOULDN'T HAVE SHOT AT HIM.

According to the police report, there was no marijuana or any other drugs found in Mr. Harris's barbecue pit or house and none found in his body according to his autopsy report.

NOT AFTER THE NEIGHBORS AND FRIENDS PROBABLY CLEANED IT OUT...

Mr. Harris's parents both died not long after the incident as the tragedy and injustice of it took a toll on their health.

IF THIS MAN REALLY DID HAVE A MENTAL DISORDER THEN WHY IN THE HELL DID HIS LAOVING FAMILY LET HIM HAVE ACCESS TO FIREARMS? I KNOW THAT YOU CAN BUY THEM ON THE STREET BUT THEY SHOULD HAVE CHECKED ON HIM MORE THAN THEY DID.

Mr. Harris's two sisters are still alive and have done a great job of getting on with their lives but they have many friends and other family members who would like to see what they believe to be the truth about how Mr. Harris died to be brought to light as well as have those responsible for his death be prosecuted and have the "suicide" cause of death be removed from his death certificate and be replaced with one of "homocide."

WELL I "BELIEVE" I KNOW WHAT HAPPENED AND I THINK MY VERSION OF WHAT HAPPENED IS JUST AS VALID AS THEIRS IS.

I AM SORRY THIS MAN IS DEAD. HE HAD NO BUSINESS SHOOTING A COP. HE COULD HAVE CALLED HIS LAWYER FROM JAIL AND COLLECTED A LOT OF MONEY ---A WHOLE LOT OF MONEY, MAYBE A FEW MILLION OR SO --AND HE WOULD STILL BE ALIVE TODAY TO ENJOY IT, ALA RODNEY KING --BUT HE HAD TO PULL A WEAPON ON THE COP INSTEAD.

IT WAS NOT HOMICIDE BUT OBVIOUS TO ME THAT IT WAS SUICIDE BY COP. THAT IS WHEN A PERSON DELIBERATELY PROVOKES AN INCIDENT WITH THE POLICE -- AND KILLING A COP IS A GREAT WAY TO PROVOKE THIS SORT OF INCIDENT-- SO THAT THE POLICE WILL TERMINATE THEM.

I AM VERY SORRY FOR EVERYONE INVOLVED.
