Complaint Review: Huaibei Shunyu Automobile Sale Co. Ltd.

More than one month ago I paid almost $1,000 to the company listed below.   I used to work with the UNITED STATES DEPARTMENT OF COMMERCE, and my time spent there taught me that we, as consumers have a voice.   I have done research on this company: and they have scammed numerous people throughout the years.   They post their ads on www.alibaba.com and apparently this website has freely allowed them to steal peoples money for a long time now (despite numerous consumer complaints posted on their own website).  
 
Please, PLEASE see if there is anything you can do to help me make these thieves pay and face the consequences for stealing from people.   I have provided their information below and I have all emails and copy of my payment if you need it.
 
If anyone can do something about this, I know you can..
