Hunters International or any other company run by Robert Haliburton is a scam. Mr. Haliburton has been doing this scam for ove 20 years. He advertises in the local newspapers or craigslist and then flies into the town to provide classes certified or licensed by no known state, federal or local government agency. What students must know is that when someone says that their training is certified, you must ask certified by whom? What is the credibility of the certifying agency. If it is certified by Mr. Haliburton's Company, is his Company licensed in the State that he is teaching. Mr. Haliburton hires other unknowledgeable people in whatever state his is trying to scam students in. I read that students received training and were 100% certified or licensed by whom, what state or federal agency certified or licensed them? Hunters International or some other private agency is doing the certifying or licensing, and that means your training is worthless (Hunters International is certified to teach by whom??). Mr. Haliburton holds a two-day class and fills the time with self-defense training, which is a joke. Anyone knows that one day of self defense qualifies you for nothing. Instructors teaching for Mr. Haliburton bill themselves as a federally-certified Instructors.  What federal agency are they federally certified through????? They can't state which agency because that agency will have them arrested or sued for fraud (Have them produce a copy of their federal, state or Municipal certification). You will pay $500-$600 for his war stories. Each state in the U.S. either licenses or doesn't license Bounty Hunters. Every state has Bail Bondsman and the Bail Bondsman either handle their own Fugitive Recovery programs or the State allows licensed (through their own state) Bounty Hunters or Private Investigators to do Fugitive Recovery work. In California, Bounty Hunter training is certified by the Peace Officers Standard Training Board (POSTB) and Hunters International is not certified by POSTB and neither is Mr. Haliburton or any of his instructors. Furthermore, as a California bounty hunter you are required to carry documentation at all times identifying yourself as a bail recovery agent.

Other California regulations require out-of-state fugitives to be delivered to California within 48 hours of capture. Additionally, California is 1 of 4 states that requires out-of-state bounty hunters seeking to apprehend “skips” entering the state, to obtain a bench warrant to determine if there is cause to apprehend the suspect. Additional regulations also require bounty hunters to notify the local police 6 hours prior to making an arrest.
