I am a Seller as well as a buyer on eBay. So sorry that this has happened to you and indeed, people like this person give eBay a very bad name. Have you filed a report against him? Is he a NPB (Non Paying Bidder)? If so, go to the eBay's Site Map (on top of eBay's page). Once there look under 'Manage My Items For Sale' section. There's a whole bunch of stuff there, but I think what you are wanting is the 'Report An Unpaid Item' area. After you report him, put his eBay name addy on your Blocked Bidder List.
