iDPhoneCard is not giving me my refund per their policy Internet

Ther refund policy on the web site is: We will gladly refund 100% of your account balance back into your credit card at any time. All you need to do is email your request at support@idphonecard.com, and the reason for your refund. You will be refunded within 24 business hours.

I sent an email on 9/13/2017 requesting my refund of $128.17 with the reason being that I have not used their services for many years and do not anticipate using it in the future. My credit card on my profile was a Visa, and since I do not have the Visa anymore, I was told to recharge my account with another credit card and I would get my refund back into that credit card. I used a mastercard. Now they are saying that that they cannot process the refund, I have two options -  I can transfer the balance to another user or use it up myself.
