Illinois Department of Child Support Enforcement Will not give credit for support already paid Marion Illinois

This case involves a RIP-OFF by the Illinois Department of Child support Enforcement from a citizen in which the 

Department is pursuing and Administrative Order that was sent from Springfield and NEVER been in court until I filed a petition to terminate the support and determine Arrearage. I should add that the child involved is 27 years old and I am still paying due to miscalculation and monye withheld from my pay but not distibuted properly.

I was never sent a copy of the Administrative Order which until sometime between 2009 and 2013 the order changed from withholding $35 dollars a week to $50 dollars a week somehow, however an order was never sent to any of my employers for $50, it was always sent at $35 plus $7 for arrearage. 

This is where the problem begins because according to the DCSE I accrued an arrearage based on the $50 that should have been paid plus interest.

An employee admitted to me in person on 4/28/2016 that the order should have been changed by the DCFS to teh $50 amount but never was. So how is this my fault?

I did get that issue amended BUT there is still an issue of money taken in the amount of $2802.00 and not disrtibuted to the mother in the case and this has also accrued interest. When I asked about this I was told what a favor I had been done already by amending the order to the $35 dollar amount and that they would be more than happy to amend it back to the $50 dollar amount, dismissing the fact that money HAS BEEN PAID BUT NOT GIVIN CREDIT FOR!!!!! Like I do not deserve to be treated fairly by DCSE because I asked for credit where credit is due!!!!!!!

As if that wasn't enough, I also discovered that an overpayment of $1328.23 had been involuntarily witheld in a different case and when I asked for MY money back I was treated with even more hostility and told that I will have to petition the court for a refund. 

This was ALL HANDLED by The Department of Health and Family Services and The Division of Child Support Enforcement I had no way to control any payments or how they were distributed at all, but yet I am the one being treated like a second class citizen because I ask for fairness.
