Complaint Review: IM Concepts

hi,I bought www.goodwellbeing.net about 2 months ago.Later I made two $1375 paypal payment to the seller.Here is the listing:https://flippa.com/2771053-hot-niche-website-1400-per-week-money-maker-no-experience-reqd

After several days,the seller told me Paypal needed him to provide more info in order to receive my both paypal payments.Later,one of paypal payments was refuned to my account and another one was hold by paypal.I called paypal about the $1375 that was hold,and paypal released that money.But maybe that money is still hold by paypal.

I drove about 60 kilos to another city (because I live in a small town and there is no bank which handle western union transfer) and made another $1375 by western union,he gave me related materials about website promotion.So the total amount  that I  made is $2750.

But,when I tried to apply for the CPC networks the seller recommended to me,most of them rejected www.goodwellbeing.net,and only www.blamads.com and maxbounty.com accept the website to promote offers.The problem is I cannot find a suitable offer to  promote.
Also,the seller gave me the twitter account which was stated in the auction,later I found that twitter account is a fake one with fake followers.And  it cannot bring traffic at all.Here is the acccount: https://twitter.com/Maxell16

Even I can find a offer to promote,this site cannot make money at all using the methods provided by the seller.

The seller claimed in the auction ,the site can earn about $1400 per week,but he cannot tell me details on where to get the CPC offers or which cpc network should I join.Also,the revenue image that he  posted in the transaction is not verified.Now,I have been running this site for several weeks,seems like this site cannot make money at all.

The seller promosed me that he will help me and try his best to promote this site in this month,(because I made great efforts in making payments to him),but I emailed him several emails ,and cannot get his reply.Several weeks ago,he told me he went to los angeles and  worked in a small software company named"BesIT",but I searched,and cannot locate that company.I emailed him several times about my problem,and now seems like the seller already disappeared.

Also,I made a money order payment to his friend by Western Union because he told me he cannot pick up the money,

Now,the seller already disappeared.He told me he moved to los angeles from canada last month,and he is in a company named BesIt,an online marketing company in los angeles.But i cannot confirm this info yet.
