in-onesystem Package arrived with postage due, Internet

in-onesystem is an eBay seller. I purchased 100 padded envelopes from this seller and gave my home address for shipping since the auction indicated FedEx Ground as the shipping method. However, the seller did not use FedEx Ground. He used a different FedEx service that uses the postal service for final delivery. Unfortunately, I don't receive mail at my home, so the package ended up being forwarded to my post office box, which caused the package to arrive with postage due. I always give out my postal address when I know that USPS will be used as the shipping method, but the seller did not indicate this. The package arrived with $8.25 postage due and I went ahead and paid for it to be nice. I was told by the post office worker that I could refuse the package and the seller would have had to pay the extra postage. However, I did the nice thing and paid for it myself, thinking the seller would be ethical and offer a refund. Unfortunately, this has not been the case. The seller has been relatively unresponsive, often taking multiple emails from me to get even one response from him. $8.25 is not a lot of money obviously, but the principle is what matters to me at this point. PayPal and eBay both refuse to help with the issue. Apparently, shipping issues are beyond the scope of their willingness to settle disputes.
