Hey repo man just a tip check with his good buddy Jeff the donut man and you will find what you're looking for.
The Best time would be around 5 p.m. to 7 a.m. iOtherwise check betweeen 10 a.m. and 5 p.m. you can find him hanging out at the swannies.
