I am well aware that ING is a legimate company as I bank with them. However, to receive an offer of employment without applying, not having an interview or not being offered a job in person smacks to me as dodgy. Perhaps ING should persue this as their name is being used.

I have a lot of my investments with ING.
My guess is that you were dealing with a scam artist in West Africa and not ING itself.
The scammers often use the names of legitimate companies in order to lure victims.
The key would be the email address. If the email you received was from a free, web-based service (Yahoo!, gmail, Hotmail, Live, etc.) then you were dealing with a scammer who was most likely sitting in an internet cafe in Lagos, Nigeria.
