Alex Striganov of IS Aviation NEED TO BE STOPPED!!!
So heres a little background on my complaint. In August 2009 I was approached by Alex Striganov the Vice President at IS Aviation, Inc.

Apparently he read an article about me in a magazine dedicated to private aircraft pilots. I am a collector or cold war era aircrafts specifically Soviet jets and rotary aircrafts. He represented himself as a man who could get me any aircraft I wanted. I told him that I was interested in an Aero L-39 a training jet aircraft for my son. He told me that the L-39 would not be a problem since many former soviet nations were upgrading their air forces and many L-39s were available at great prices. I told him to get a portfolio together of available L-39 aircrafts and I would take a look at it.

Once I received the portfolio I was shocked as the prices were too good to be true. In general a L-39 Albatros that was built in the early 70s cost around $200,000 to $250,000. The ones he showed me were in the $100,000 to $150,000 range. When I asked him how he could offer these jets at such a low price, he simply told me that he has contacts in the eastern block and that with a little bribery to military officials I could get anything in their airforce at a substantially low price. This is where I should have ended our business relationship but greed got the better of me.

I was skeptical so I informed Alex Striganov that I would need to view and inspect any aircraft before I would put down any kind of deposit. This did not make him happy but he agreed. About a week later Alex Striganov asked if I had time to travel to the Ukraine to inspect and test fly the L-39 he had found for me and I agreed.

In Kiev, Alex Striganov introduced me to many of his friends and constantly told me how they were in his pocket and that through him I could have the collection of my dreams. On the second day of my trip I was taken to a military base where I inspected and flew the L-39 that was reserved for me. I was extremely happy at the condition and the low flying hours the aircraft had. I agreed to purchase aircraft and gave Alex Striganov a deposit of $50,000 USD, which was wired to an account in the Ivory Coast. This should have been another red flag but again greed got the better of me. He told me using an account in Africa was important to get things going and that by the end of the month it would be in my hanger. 

Several weeks past, and no word from Alex Striganov or IS aviation. I called every phone number I had for Alex and he would never pick up. When I called from a number he did not recognize he would pick up but would hang up almost immediately stating that we had a bad connection.

I have since given up on retrieving the $50,000 deposit or getting the aircraft I wanted for my son. I normally do not have time to complain on line but I think its important that people know that Alex Striganov is a scam artist who steals your money. I have contacted Interpol and the Ukraine authorities to Alex Striganovs fraudulent business practices.  

This is a just word of caution to anyone doing business with Alex Striganov. Alex Striganov is a con artist who will steal your money and lie to your face.

This dude is crazy!!!! One moment Alex Striganov tells me how all people in the world should unite and then the goes on some seriously racist rants, Dude isunstable for sure. His son no better, says he's a high end bodyguard driving uber important people who can "get rid of bodies." This family is just full of nut jobs. Don't know who if anyone was ripped off but crazy for sure.

I meet Alex Striginov about 3 weeks ago at a friends event.
At the time I thought he was one of the most interesting men in the world (like
the beer ad). I took him for his word until he asked me to invest in a new venture.
After a little research, Im not sure what to believe. His own posting contradict
many things he told me face to face.

When I asked him about it he accused me of spreading lies, starts
a racist rant and of being against him. I cant confirm other peoples
accounts of him, but I can confirm that he is unstable and volatile. As a rule
I dont invest or do business with such people. My advice is to avoid.

It looks that you have missed my point, Mr. Anonymous. Should I repeat it again?
I have 100% proof of my innocency
regarding your bogus complaint - it is my passport without entry stamps, it can be shown to any authority, and no more questions will be asked.

It means your complaint definitely is false and defamatory, even more, it is a libel per se issue:   

libel per se n. broadcast or written publication of a false statement about another which accuses him/her of a crime, immoral acts, inability to perform his/her profession, having a loathsome disease (like syphilis), or dishonesty in business. Such claims are considered so obviously harmful that malice need not be proved to obtain a judgment for "general damages," and not just specific losses.

You have accused me in crime and dishonesty in business, therefore the "malice need not to be proved". You had to read the rules on this website before posting your complaint, i.e:

"Of course, the right to remain anonymous is NOT absolute you can lose your right to privacy if you abuse it. For example, if someone posts a death threat against the President, the First Amendment will offer no protection. Furthermore, the First Amendment does not protect statements which are false and defamatory."

Your statements are false and defamatory againts me indeed.
Of course, if someone stole my identity, and then stole your money, it is a matter of criminal investigation. I believe it is in the process.

Spin your words? You're the one spinning words!

You ask me to post important personal documents to prove my case. You know that's not happening, not because my claims are false but because no one would do such a thing.

Why don't you post a phone number and address where I can actually reach you? You won't!

As far as the FAA documents are concerned. You said you would proved the bill of sale from the air force once everything was set. I freely admit this was a shady deal and I let my greed get the best of me.

Alex Striganov is a scammer who is really good at making himself look innocent. If he tries to get near you just stay away.

All what I said in response to your bogus complaint is true, no matter how you want to spin my words.


Anyone wanting to check my integrity regarding this bogus complaint can look through my passport and see that I do not have either US entry passport stamps for the discussed period of time or any Ukrainian passport stamps of any kind.


My passport was issued significantly earlier and I do not have nor have I ever had any other valid travel document during the period of time that you mentioned in your bogus complaint.


Since your bogus complaint was posted on May 20, 2010, I have received several offers from "reputation damage repair" companies to fix my "seriously damaged reputation" for $99 per month. Of course, such companies do not provide real names of their representatives or legal addresses.


Is it a new king of a scam business - posting bogus complaints for free and then "repair damages" for a monthly fee? Do you work for one of those "reputation damage repair" companies, Mr. Anonymous?


You represent yourself as "a collector or cold war era air crafts specifically Soviet jets and rotary air crafts", therefore the suggested purchase was not a first deal for you? You also know a lot about offshore accounts in African countries, at least much more than I do.


How such an experienced individual would wire $50k to almost unknown to him person without signing a contract or any other binding document? The purchase contract (or bill of sale) is required anyway for registration of an aircraft with FAA, being a "collector" and "a pilot", you should know it perfectly well:

If you wired money, then you should still have a copy of the executed wire transfer order, and other evidence of the transaction. Having such documents you could have made a claim for your money back, starting with a demand to the seller of the aircraft. As you know, however, that the transaction never took place, you do not even say that you made such a demand.  Also, you could file a legal action to make your claim. Instead, you just posted an anonymous complaint report online, and do not provide any information about how you can be contacted.  


As you continue to refuse to say what is your real name, address, and phone number, nothing that you say should even be considered by anyone else.

Alex Striganov you are a liar and a thief! There are several large holes in your reply.
You say that you dont know anyone named Roman in the US. If youre at all involved with the Russian-American community, and I know you are. You cant leave an event without meeting at least two.
You say that you have not been to Ukraine in the last 12 years. That is a blatant lie. I will find and post some of the pictures I have of you with me in Kiev. In fact I think I have some with your son Val as well.
You say you have never been to the Ivory Coast, so what? There are many ways to set up African accounts online without ever stepping foot in Africa.
You say that you have never seen and dont know what a L-39 looks like. Well if this was to be true, than what are you doing in the aviation business? The L-39 is one of the most popular soviet era jets sold worldwide.

This compliant is a pure defamation - LIBEL PER SE issue:

A statement that falsely: Tends directly to injure him in respect to his office, profession, trade or business, either by imputing to him general disqualification in those respects that the office or other occupation peculiarly requires, or by imputing something with reference to his office, profession, trade, or business that has a natural tendency to lessen its profits

I have never met anyone named "Roman" in the USA. I have not been in Ukraine during at least last 12 years. I didn't leave the USA either in August 2009 or later. I have never had any accounts in Ivory Coast, in addition I have never been in any of African countries.

I have neither seen any L-39 aircraft nor know how it looks.

Nor IS Aviation, Inc. neither I have ever offered a "collection" types of air crafts to anyone.
