My brother cursed and so they banned him and then we said that we were going to report them for theft and so they unbanned his account. But now i tryed to login while he was on and i did know that he was loged in so they locked his account then when we turned his info to unlock his account they said it was not effecient so we sent it to customer support and they denide the info when we gave them all the info that we had and so we sent them an email and they still have not unlocked it or refunded us the money but when i forgot my pass i went and entered my info and they gave me my password when i did not have much info either so they have not refunded us the money and i feal that they have stole money from us.

You really should read the rules they set forth before claiming that they ripped you off.
Account sharing is against the rules. They state clearly in their terms of service that if you are caught breaking rules that your account will be banned and any member credit will be forfeit. If you did not know this then that is not the fault of Jagex, it is yours for not reading either the rules or the terms of service.
When an account is Locked or Banned for any reason membership is automatically suspended so no further charges will be made towards your bank or Credit card.
If your account is found to have been banned unfairly, which is unlikely since you admit to sharing your account with your brother, then any membership credit you had when you were locked/banned will be reinstated.
