I OWN AND OPERATE A SMALL BUISNESS. I WAS CONTACTED BY JERAMIE BARETT OF JB CONTRACTING JEFFERSON MASS. I WAS ASKED TO COMPLETE A GOVERMEMNT PROJECT IN THE PITTSBURGH PA AREA. AFTER EXCEPTING THE CONTRACT HE DELAYED THE START DATE NY OVER A MONTH. HE NEVER CAME TO THE PROJECT SITE TO VIEW THE PROJECT THAT CONSISTED OF TWO ROOFS FOR THE AMOUNT OF 96000 DOLLARS. ROOF #1 REMOVE EXISTING EPDM ROOF AND INSTALL NEW EPDM ROOF #2 INSTALL TPO ROOF OVER EXISTING ROOF.
PROBLEMS BEGAN ON DAY 1
GOVERMENT ENGINEERS ADVISED MY COMPANY OF SHADY ACTIVITY BEING CONDUCTED BY JERAMIE BARETT AND HIS PARTNER SEAN REITMEYER
WE BEGAN TO REMOVE THE ROOF AND FOUND A SECONDARY ROOF (JERAMIE ASSURED ME THERE WOULD NOT BE A SECOND ROOF SURFACE BEFORE WE BEGAN )(I ADVISED HIM THAT WE DO CHARGE MORE IF THERE WAS A SECOND ROOF.
WE ALSO DISCOVERED ROTTON WOOD AS WELL AS MANY OTHER ITEMS THAT REQUIRED ADDITIONAL WORK TO BE PREFORMED.
HE REFUSED TO SIGN ANYTHING STATING HE WOULD PAY FOR ADDITIONAL WORK NEEDED. JUST STATING(WELL TALK ABOUT IT WHEN THE JOB IS COMPLETE)
SEVERAL DAYS LATER HE SEND HIS PARTNER SEAN RIETMEYER TO THE JOB SIGHT. I HAD PREVIOUSLY SPOKE WITH SEAN AND DOUG RIETMEYER ON THE PHONE AT WHICH TIME THEY ASKED ME TO CUT CORNERS ON THE COPING WORK IN ORDER TO SAVE TIME AND MONEY.
BUT ANY WAY SEAN RIETMEYER COMES TO THE JOB SITE AND ASKS ME TO BACK DATE PAPERWORK IN ORDER TO GET MORE MONEY FROM THE GOVERMENT. HE ALSO ASKED ME TO SABATAGE THE PROJECT SO THAT THE GOVERMENT WOULD BE FORCED TO PAY MORE MONEY HE ALSO ASKED ME TO SIGN A NEW CONTRACT.
WHEN I REFUSED HE THREATENED ME WITH NON PAYMENT AND LEGAL ACTION. SEVERAL DAYS LATER WE WERE GETTING READY TO START THE SECOND ROOF. IT WAS AT THIS TIME THAT JERAMIE BARETT OF JB CONTRACTING ASKED ME TO PURCHASE DUMMY VENTS THAT WE WERE NOT GOING TO INSTALL ,JUST IN ORDER TO DECIEVE THE GOVERMENT PERSONEL ON SITE.
AFTER EXPLAINING TO JERAMIE THAT I WAS UNCOMFORTABLE WITH THE WAY THINGS WERE GOING AND I ASKED HIM IF WE COULD COME TO TERMS IN WRITING FOR ALL THE EXTRA WORK WE PREFORMED ON THE FIRST ROOF, IN ADDITION I ASKED HIM TO SIGN OUR CONTRACT( THE CONTRACTS HAD ONLY BEEN SIGNED BY MYSELF AND HE HAD YET TO SIGN CONTRACT) HE REFUSED AND TRIED TO TALK HIS WAY OUT OF IT.
I INSIASTED THAT WE HAVE ALL TERMS AND CONDITIONS IN WRITING BEFORE I COMPLETED THE SECOND ROOF. HE REFUSED. I HAD PREVIOUSLY RECIEVED 7000 DOLLARS TO BEGIN PROJECT. WE COMPLETED A 56,000 DOLLAR ROOF AND ONLY RECIEVED 7000.00 ATTEMPTS TO RECOVER MONEY OWED HAS GONE UN ANSWERED. I HAVE TRIED TO REACH DOUG RIETMEYER AND SEAN REITMEYER OF GCEXPERTS.COM IN ORDER TO SEND THEM CIVIL COURT DOCUMENTS AS WELL BUT THEY REFUSE TO OFFER ADDRESS INFO.

Response to Paul Efferin and his suggested Rip Off

I am Sean Reitmeyer CO-Creator of GCExperts.com. This "Rip Off" Report created by Paul Efferin of Roofology is complete non-sense. Myself and my company never had an agreement with Paul, and GCExperts is not in the construction business, nor ever had a contract with him. We are a consulting and training agency.
How I became aware of Mr. Efferin is that one of my clients, the mentioned Jeramie Barrett, called me on a Monday afternoon prior to Thanksgiving and asked if I could be in Pittsburgh the following morning to make record of some differing site conditions assocated with a re-roof project for the Corp of Engineers. I said no problem, and was on a flight in a few hours, got to Pittsburgh at midnight and was on site the following morning.
The roof was nearly complete, and snow and generally bad weather was moving. When I met Paul on site, he suggested he had a general handle on the project was looking forward to completing the job, and suggested that there were some changes to the contract documents that he wasn't fully educated on how to handle them with his prime contractor and / or the government. This is a particular expertise of mine, so I was happy to sit down with Paul and put together the major aspects of what the changes would be.
Unknown to me at the time was that the Prime Contractor (my client) had failed in two major aspects. 1) Failed to secure a signed contract agreement prior to allowing the subcontractor (Paul Efferin, Roofology) and 2) Failed to secure an insurance certificate from the subcontractor.
It was my understanding that both parties had essentially agreed in scope (JB Contracting to provide material, Roofology to provide the labor) and that the reason a signed agreement had not been executed is that the original agreement included that Roofology would provide both labor and material, which it was later discovered that Roofology did not have the funds to provide the material.
The day after Thanksgiving (Friday) I met with Paul Efferin at a local Kinkos with the revised agreement. He is right that I asked him to backdate the agreement to the date that Paul Efferin and Jeramie Barrett had a "Meeting of the minds" in otherwords the date of their "agreement", which as I recall was about 10 days prior to that Friday. I'm not sure why Mr. Efferin is suggesting that this was going to be used as some methodology to cause create or cause fraud.
I left Pittsburgh the following day. At some point the next week, it was discovered that the building had not been properly dried in, and there was significant damage to the inside of the building. Apparently Jeramie Barrett called Paul Efferin to get him to start making corrections, and for reasons unknown to me, that make absolutely no sense to me, Mr. Efferin took his crew and walked off the job, at something like a 95% completion. It was my understanding they only had a couple of days worth of work left.
At that point Jeramie Barrett still had a federal contract that needed to be completed. When requests for Mr. Efferin to finish were ignored, Roofology's contract was terminated, and a new subcontract was issued.
It is my understanding that something like $50,000 was spent correcting issues associated with the damages inside the building, getting the roof properly finished and dried in, etc.
Since then, Mr. Efferin sent text messages to me, Sean Reitmeyer, and Jeramie Barrett, suggesting he was going to "own our a*s on google searches, click through's, paid ads" and other threats. And to his credit, he has certainly followed through with that promise. Mr. Effering stole a photo of me from one of my marketing sites and created a youtube channel using a variation of my company name and created several videos that suggest he was some type of victim of a scam. For the record, GCExperts never had a contract with Paul Efferin. I, Sean Reitmeyer, was sent to the site as a consultant to essentially help both Paul Efferin and Jeramie Barrett to get the job done and sold, while documenting some differing site conditions for a claim that would later be submitted to the government.
For the record, Jeramie Barrett owns and operates an outstanding federal construction company, and is an asset to the federal procurement system. He has completed dozens of federal contracts.
For the record, if you google search Paul Efferin, there are multiple complaints on different sites like this one related to his roofing business in Pittsburgh.
For the record, we have reason to believe that Paul Efferin has moved to San Antonio, Texas and is marketing himself through craigslist as a roofer there. I can't speak for anyone but myself, but I would highly recommend anyone who finds this page to avoid contact with Mr. Efferin. And moreover, I would just ask that any reasonable person read what Mr. Efferin has written at this site, complaints.com or any other site, and then just make up your own mind as to the truth.
As a consulting company, GCExperts has and or had no reason to hurt Mr. Efferin financially or otherwise. If Mr. Efferin and Roofology is the method to complete the contract and realize profits, it is in everybody's best interest to support that subcontractor to acheive "percent complete" which completes the contract and gets everyone paid.
