JC Penney.com Place order, get nothing Internet

Placed two orders on 9/24/15 with a promo code.  Received two order confirmations with tracking numbers.  Never received my order.  Called on 10/12/15 and was told that these orders were stopped and the promo,code was not being honored.  The woman on the phone asked me if I wanted to place the orders with a new promo code.  I declined....not interested in them making more money off me.  I asked if they would be refunding my payments.  The representative said I was not charged.  Yes, was charged and now will dispute bothe with PayPal.  Horrible company, they should go out of business.
