Complaint Review: Jefferson County Oklahoma Sheriffs Office Duncan Police Department Don Dalton Gary Whittington Carrie Hixon Bobby Bowen Matthew Peck

First let me explain that I was on the fence about releasing this to the public, but I feel it's necessary under the circumstances and that my life could be in danger.
There were three flags (that I know of) issued by three different agencies over a period of three years. For several years I had been harassed and followed by the Duncan Police Department, Jefferson County Sheriff's Office and and the Stephen's County Sheriff's office. There were many times that I was pulled over and harassed by these agencies from 2010 to 2016.
In July of 2010, I filed a complaint with the Jefferson County District Attorney's office about the harassment. The person who took my complaint was Carrie Hixon. I waited several months but never heard anything back from her. Finally I decided to make an appointment. When I walked into her office, I was told that she was out and she would be busy all week. I told the woman that I made an appointment to see her, but she told me she would be busy all week to try back the following week. I never heard back from her regarding the complaint. Years later, she moved to Duncan.
On March 31, 2011, I was traveling to Duncan in my dark blue 2009 Ford Mustang 2 door hardtop, and was pulled over for speeding. The officer who pulled me over asked me if I had any weapons in the car and wanted to search my car. I told him that I didn't consent to searches, and that he was harrassing me and being an a*****e. He called for back up and about four other police units showed up. When they got there, he pointed his gun at me and told me to get out of the car. An officer Shoemake came over to my car and asked if I had any weapons again. I told him no, and I did not consent to seraches. Once I was out of the car, I was pushed to the ground. One officer kicked me and called me a big baby, while another pressed his knee into my back. The officer who had his knee pressed into my back yelled for another officer to get his handcuffs. Once he handcuffed me, he told me to march to the rear of the vehicle. Two officers patted me down and asked me if I had any knives in my pockets. I replied no I don't. Then Officer Shoemake marched me to his patrol unit, and had me sit in the back seat. He then asked his officers to search my car even though I said I did not consent to searches. While they were searching my car, they tore out the mats, my back seat, placed my music cds on the ground, and looked inside my trunk. As they were doing this, two more cops showed up. They stood around in a circle talking. Then officer Shoemake came back to his patrol unit and interrogated me. He asked me what I was doing in the "Fine town of Duncan Oklahoma" I explained to him that I was going shopping. He asked where. I told him to Walmart. He asked me where I lived, and how long I lived there, then he asked me if I knew some woman from Duncan. I replied no I didn't. It was question after question, and finally he told me that I was not under arrest and that I was free to go. Then another officer walked up to me and handed me a citation and told me that it was not an admission of guilt to sign the citation, and to appear in court on April 12, 2011. The citation stated that I was driving a BLUE FORD MUSTANG. (This is important because the party flag issued that day states that I was driving a RED FORD FOCUS). Then Officer Shoemake told me to clean up the mess, which was what the officers threw out of my car including mats, and my cds.
Now that you know what happened that day. You'll understand what's wrong with the party flag that was issued for that day.
I had no idea that a party flag was issued on March 31, 2011 until November of 2015.
The party flag in question states: FLAG TYPE: OTHER, FLAG DATE: 03/31/2011, ISSUED AGENCY: DUNCAN POLICE DEPARTMENT, NAME: NOTE: OFFICER SAFETY" Dangerous subject, may attempt suicide by police, use caution. Subject is also a member of the Sovereign Citizens, and is in possession of several wespons. Vehicle info: RED FORD FOCUS. CONTACT AGENCY: LAYLE BAKER
There are some problems with this flag. First problem: I never mentioned that I was a member of any such organization known as the "Sovereign Citizens" during the traffic stop and as far as I know there is no such organization. Second problem: Five police officers were present the day that I was pulled over and interrogated on March 31, 2011. Three of them searched my Blue Ford Mustang and found nothing with which to charge with being in possession of. I had no weapons, no drugs, nothing! Third problem: I was traveling in a BLUE FORD MUSTANG not a RED FORD FOCUS. I did NOT own the Red Ford Focus until November of 2012. This means that the party flag has been tampered with. It is possibly updated with my current car, and possibly mentions that I am involved in other illegal activities. I believe this was done maliciously to possibly get me shot by a cop during a traffic stop.
A few months after the 2011 incident, the Jefferson County Sheriff's Office issued a flag in my name. The flag states: FLAG TYPE: SUICIDE RISK. FLAG DATE: 01/04/2012. ISSUED AGENCY: JEFFERSON COUNTY SHERIFF'S OFFICE, NOTE: Advised through Duncan PD that subject is likely to commit suicide by law enforcement. Also has made several threats towards the local PD. USE CAUTION! CONTACT AGENCY: AR, CONTACT PERSON: GARY WHITTINGTON.
Problems with the flag: First I am not and have never been a "suicide risk" and I am NOT a threat to myself or anyone else. Waurika Oklahoma is a small town with a population of about 2,000. Everyone knows everybody. It's not like I am some foreigner who just moved to Waurika from a foreign country and everyone is suspicious of me. I'VE LIVED THERE FOR 34 YEARS! Everyone I went to school with will tell you that I am NOT a threat to anyone! Nor did I make threats to the Waurika PD. If I had I probably would have been arrested. Yet no officer came to my house that day. This means whoever issued this flag, did it malicioulsy to possibly get me shot during a traffic stop!
In November of 2016, I made an appointment to talk to Gary Whittington about the flag. When I arrived at his office, his secretary told me that he just left and would be gone all week on a hunting trip. She told me to come back a week from that day. I did. But when I came back, I was told that he was busy helping Don Dalton with some project to come back next week. I came back a week after that and I was told he was gone for Thanksgiving! I asked her if she could take a look at the flag and she said she didn't see a flag. I asked her if she could mention to Gary Whittngton that I have a party flag that I would like removed because I am being harassed by cops. She said she would tell Gary Whittington. However I never heard anything from Gary Whittington.
On June 18th, 2013 I was traveling to Duncan, Oklahoma to get some groceries in my 2012 Red FORD FOCUS. I noticed a large and rare turtle on the highway. I pulled over on the shoulder of the highway. I got out of my car and walked to the middle of the highway and picked up the turtle to move it to safety to a ditch. as soon as I got back into my car, red and blue lights were flashing behind me. A deputy Matt Peck walked up to my car and asked me to see my driver's license and insurance verification. I did not say a word to him. By that time I had been harassed to the point that I copied a document off the internet that listed my rights during a traffic stop. I handed him that document. He then called for back up. The document listed my first Amendement rights, my second Amendment rights, my fourth Amendment rights, and my fifth amendment rights. After a few minutes Deputy Kevin Tyus pulled up behind Matt, and got out. Peck approached him with the document. They stood there for a few mintutes talking. When he came back to my car Deputy Matt Peck asked if I had any firearms in my car, and I told him no. Then he gave me back my document and told me "This sovereign citizen stuff won't suffice in a court of law, you'll end up going to jail" Then he told me to have a nice day, and that I was free to go. The document had nothing to do with sovereign citizen stuff, it simply listed my rights!
On June 18th 2013, a flag was issued the flag states: FLAG TYPE: ARMED AND DANGEROUS, ISSUED AGENCY: STEPHENS COUNTY SHERIFF'S OFFICE, FLAG DATE 06/18/2013, NOTE: DEPUTY MATT PECK STATED HE IS A SOVEREIGN NATION, AND MAY ATTEMPT SUICIDE BY COP OR LEGAL BATTLE. TOLD HE SOMETIMES CARRIES FIREARMS. CONTACT AGENCY: BOBBY BOWEN.
Deputy Matthew Peck lied that day. Why? I'm not sure. Possibly to get me shot? Matthew Peck has since been fired from the Stephen's County Sheriffs Office.
In January of 2017, I called Bobby Bowen about the flag. I wanted to get it removed because of the harassment I was experiencing by cops. He said in loud voice "I FOUND THE FLAG!" I asked him if I could come in and talk to him about it. He said yeah come on! So I traveled 35 miles to see him about the flag and because I thought there would be a chance that he would remove the flag. When I arrived at his office, he told me "I'm not taking that flag off." I asked him why. He replied "For our safety". I told him that it was putting my life in danger and could get me shot during a traffic stop. He replied "That's not my problem" I told him that the flag is wrong ,and that I am nothing like that. He said " That's good because for a long time you had a bad name in Duncan." I asked him to please reconsider. He replied, "I'm not taking that flag off, and if you want to talk to a lawyer, that's fine". Then he said, "I have some paperwork I need to get done."
I contacted Attorney Carrie Hixon about the flags. She said " I'm sorry I can't take your case because I'm really good friends with the law enforcement officers involved." I asked her if she could recommend anyone who could take the case. She replied "I mean, I'm not sure anyone would take this case because of who's involved." I asked her if she remembered when I made a complaint with her in 2010, she said "I'm not sure, that was a while back, and I'm really busy at the moment." In my opinion, this sounds like collusion and possibly a conspiracy against me.
I've tried to get other attorney's in the Duncan area to take my case. Usually when I tell them about the case, they tell me they are sorry ,and they will get back to me. A few days later, they contact me and tell me that they would have a conflict of interest in the case because they associate with the law enforcement officers involved, or their son plays football with the officer's son and so they can't take the case. Excuse after excuse! Again this sounds like collusion and a conspiracy.

These party flags are VERY DANGEROUS ,and from what I was told by a driving instructor, the flags go out to all law enforcement officers ,and first responders within a 100 miles radius.
