Complaint Review: Joe Noonan - TMC Management

Joe Noonan - TMC Management I applied for a room and gave application fee. When I withdrew my application Mr. Noonan informed me that I owed him money and that he was going to place it on my credit report. I indicated that he could keep the application fee as is customery in must cases but he kept threatening me. I never moved into his Hotel but he is trying to swindle money out of me. I met with Mr. Joe Noonan to do an application for a room his comapany had for rent. I gave him the application fee so he could do a background check and employment check. After viewing the property and speaking to a resident I decide not to pursue this any further which I indicated to Mr. Noonan. Mr. Noonan insisted that I pay him a months rent even though I had never moved into his property and had only applied. He kept threatening to place this debt on my credit report. I believe that Mr. Noonan is a bigot and because I am from a foreign country sort to swindle me out of some money. I have emails with his threats and also proof the I was infact staying somewhere else during his accusations.

You made a deposit on the room and are now attempting to defraud an innkeeper in violation of State Law. You were simply advised that the room was available and that you have a balance due of $410. There was no charge for the application. I had a female who witnessed your down payment and that you requested a ride to the U.S. Bank to get your other funds( only to have you then claim were not direct deposited). Finally, I have a VM from you regarding rescheduling the second meeting at 8:25am and I have a witness who was on the phone during my follow-up conversations to you that documented the phone conversation due to your suspicious actions which now appear to be done in bad faith and to try to fabricate frivolous allegations that you were victimized. The facts show that you committed a fraud.



We are referring your debt to collections and will pursue a criminal complaint based on your attempt to defraud an innkeeper.

I have indicated to you that I am not interested in renting the room I looked at. I also informed you that you can keep the application fee. However, this afternoon I received voicemail from you that alarmed me. In it you ask if I was coming into night. I don't know if this is a scam but I have mentioned this to the Police. If you continue to communicate with me I will take out a protection order. I have indicated to you very carely that I am not interested in renting the room. Please leave me alone.

I also beleive he was put up to harass me by the Metropolitan Police Department as I have a civil rights complaint against them and a week before had instructed my last landlord to get me out.

Avoid Joe Noonan and TMC Corporation!

Mr. Noonan is involved in criminal illegal eviction of residents and has shown to be a very unprofessional person regarding tenants and the unfair treatment of them.

Mr. Noonan purchased Highland Gables apartments in Brooklyn Park, MN in November of 2008.

I know of five families that were illegally evicted after having residency there for two to ten years. No legal grounds were used in the evictions other than that these residents did not fit into the plans of TMC Corporation.

Mr. Noonan has displayed the following traits that should be observed very carefully:

- He is discriminatory towards foreigners, anyone with political or religious affiliations that he does not agree with he uses mafia type techniques to threaten and bully them.

- He has been doing these same illegal evictions for many years and has a very seamless process by which he evicts a resident by using a coercive signing of unnecessary leases technique.

A class action lawsuit is pending against Mr. Noonan and TMC Corporation and when a JUST judge gets to hear this case, Mr. Noonan will most likely be put out of business and placed in a jail cell.

DO NOT by any means do business with this man. He is a disgrace to any company and has been shown to be untrustworthy and a liar. He MUST be put out of business!
