I wrote the initial Rip-off report and sent it to my long time friend, Susan. I was unsure if I should really submit it. She changed a few pro-nouns and submitted for me. Aside from my children growing old enough to learn how to google people's names - I AM SO GLAD she got this ball rolling!! This website deserves a huge thank you for it's service! I was contacted by the editor telling me that the Fox News station wanted to televise this story. The editor gave me one of the news producer's contact info and Fox News did a segment on this case. If any portion of what I reported on RRR were untrue - they would have exposed it but instead they verified all the information and proceeded with the news clip. If any of the dollar amounts, years, names, etc had been untrue, that would've been exposed - not reported on the evening news! I believe the news clip got the attention of the Riverside County District Attorney. I know DCSS's case load is overwhelming and I'm grateful to those in that office who put many, many hours into investigating, filing motions, and keeping current on the case so a little justice could be served. All good parents know that our kids need financial help regardless of that magic number: 18, especially in this economy. I do regret the Jerry Springer style postings from people who know nothing. This site isn't intened to be a gossip column such as the one insinuating this post began because we wanted to buy a home for our kids and move to Goergia in 2005. You'll have to leave a message - just reference the name Narcomey and they'll know where to forward your information. I doubt you'll want to leave your information for them to return your call but that is also an option. There has been some resolution to this situation - I emphasize "some."

anything over 5000 owed is a FEDERAL offence and he can go to federal prison. If someone is paying him under the table so that he does not have to pay then the business is liable to the child support. (I owned a business and had an employee that I had to garnish). There is a company in Florida that has been collecting back child support for 23 years. Give them a call. It costs nothing for a consultation. the owner is a private investigator, collector, and skip tracer. They not only garnish their wages but they also put a lein on anything that they own house, car, etc. You can get their info on BBB.com and search "cash flow management system". Spirit Recovery Conference list Charley Narcomey as a speaker or contributor of some kind. The conference is quite expensive and it is probable that Narcomey is being paid for his attendance (or compensated in a way which would fall under the radar of the IRS & DCSS).

Further update: John was convicted and put on probation for failure to provide & contempt of court order 12-2005. His probation terms began February 2006. This is September 2006; John has violated several terms of his probation each and every month and yet DCSS has taken no noticable action. John has not once paid his ordered support (not even one half or one fourth of the ordered amount - many months he's paid nothing.)

If you are an attorney and you read through Rip Off Reports cases just in the Riverside County area and see cause for an individual or class action law suit, please contact the EDitor of Rip Off Report so they can in turn contact the individual affected by DCSS's lack of action. (Channel 13) Fox 11 news did a series on Dead Beat Dads; they may also be interested in hearing from such an attorney.

Criminal charges against John Narcomey for "failure to provide" were first filed by DCSS in October of 2003. This information is public record. During the summer of 2005, we considered moving to the state of Georgia.

Therefore, Joyce, criminal charges were filed about one and half years prior to our family considering relocating and you are incorrect on yet another matter. This is not an AA meeting it is a legal - criminal matter.

If you wish to "share" your opinion, start a journal or call a friend. Like it or not, marriage, is still considered a legal contract between a man and a woman. Ceremonies and live-in partnerships without legal marriage certificates are not marriages.

If you have information on earning statements, 1099 tax forms, contractors, "clients" regarding J. Narcomey, please report them to the Riverside County Department of Child Support Services. DCSS is not interested in opinions either, only facts.

I have information regarding Charley Narcomey. I do not know how much money he has, or who employs him. I do know the man as a former renter. Charley rented a small, modest room in my home for 8 months. The room was not heated or air-conditioned. He never ripped me off for rent and became a trusted friend. Charley may very well owe a large amount of back child support. That's for the courts to decide and between him and Chris Ann.

What disturbs me about all this are the attempts in this format to defame Charley's character. That is not about money, it's about revenge. They've been divorced for many years and I have to ask myself why the sudden flurry of accusations? It looks to me like punishment for his recent success in thwarting Chris Ann and her husband's plans to move his children away to Georgia. This was handled through the court system, as it should be. I hope Christ Ann gets any and all money that she justly deserves. I also hope she learns the value of things money can't buy, like kindness, forgiveness, patience and truth.

I would like to set straight a few of the untruths that have been mentioned here: One of Chris Ann's daughters did indeed attend her Grandmother's 90th birthday party, I was there. His home with his wife, not girlfriend, is not lavish, It's rented, not owned. I have also been to Chris Ann's home and other than the land in the back of his rental, her rental home is much newer and nicer. Charley and his wife had a simple marriage ceremony in their backyard, with a potluck reception about two years ago. It was not a fancy affair. He is an avid garage sale shopper and obtains many of his possessions in this manner.

I have also witnessed personally his involvement in his children's lives: Sammy Jo singing at his home at Christmastime, Little Charley playing in the pool, most recently Shakila (sp?) at her grandmother's 90th birthday.

It hurts my heart to see two people's lives devastated in this manner. I pray for healing in this situation.

If you contract with or have information on those who contract with John Narcomey or if you having any information on earnings John fails to report to DCSS and the IRS please contact the Riverside County Department of Child Support Services.

Although John spent 2 months recooperating from surgery 4 years ago, he seems to be in tip top shape playing softball at least once or twice a week and traveling quite a bit. During his "recovery period," I allowed our oldest daughter to stay at his house to help him take care of himself. She gave up most of her summer to be with him but now is not allowed in his house even to celebrate her grandmother's 90th birthday. None of my children are welcome in John's house. You have not known John long enough to make any judgements, "Ray" and you certainly don't know me.

It is apparent that Charles does owe back child support and has had trouble paying it as ordered.
But mostly what Charlie is guilty of is ignorance to the law in respects of the proceess to have his support modified during his illnesses over the last ten years (he was on his death bed 4 Years ago with multible blod clots)and his failure to pursue having "Chris Ann" leavee'd with an assessment for counter support; in California it is required that a custodial parent also be "Gainfully" employed to help offset thier share of expenses. Although "Chris Ann" says that this was written for her, it is obvious to anyone who knows her to reconize her that she posted this to "spite" Charlie; this has been going on since my orginization (Fathers for a Fair Shake) was contacted in March when Chris Ann was attempting to "Flee" to Georgia and take Charlie's children with her. A Superior Court order was issued against her doing so.
This is nothing that a freshman Attorney couldn't handle if much of her allegations were true.
It is YOU Chris Ann that should be careful of Libel. ONLY the FACTS MA'ME.

Rip Off Report is certainly not a last ditch effort because everything else has failed. On the contrary, it has proven to be a very effective tool. My life long friend, "Susan" from Iowa did write the original report. Anyone entering this site with my access information will show up as "original author" - (think before you speak).

I didn't want my identity known AT FIRST but obviously I lost my fear of that because I replied using my name - Chris from Corona.
I have found that Rip Off Report is quite advantage - not to gain sympathy but to gain attention to this case. Who needs sympathy? It won't pay for the roof over my kids' head.

Everything I've stated is backed up by original and/or legal documents - most of them public. The Riverside County Superior Court website offers an abundance of information online! It does not show the actual amount owed by John but if he had paid support and my rent while I was on welfare, why wasn't this proof brought up in his criminal case? Simply, because it doesn't exist since it is untrue.

I am not ashamed that we were on welfare; John should be ashamed that the state, then another man (their step-dad) has supported his kids. The shame belongs on his shoulders. No one can afford rent and day care for three children on minimum wage.

No, John is not a wonderful father; he doesn't even know the names of all his off spring. My children say those are the lucky ones.

Be careful not lible yourself. Lible and perjury are serious business ( as P.H. will soon find out). That's why I have paperwork to back up my statements and request. John was indeed convicted in criminal court for failure to provide and being in contempt of a court order. He was placed on probation and is in violation of probation. Sober, upstanding citizens do not just "find" themselves in this position.

This entry on ROR will hopefully bear pressure on the county to take the appropriate action in a timely manner as oppossed to its current pace. It may also serve to find employers called "clients" by John so they will come forward with income information disabling John's attempt at hiding it.

All of us know that you are and have been on disability, NOT because of back problems,but because of your mental instability. And that you don't and never have worked but will work diligently to get someone, anyone, to pay your way. Not only did he pay child AND spousal support but for a time paid your rent (none of which you ever reported to welfare) and watched the children while YOU dated other men, including HIS friends.


All who know you and the accused, know that not only did this man ALWAYS take care of his children, but went above and beyond to provide them with whatever would make them happy. AND has always lived close by them so that they would have access to him at any time. He has been very involved in their lives. We have seen it for many, many years.

I live in corona and ive been trying to solve my own mystery about this same guy! The internet is an amazing thing! bringing folks together and all! well he has alot of nice things and i would love to help you aquire some of them too. this isnt bull$#%%. lots of paperwork and other more auto motive things. And the topper iiisssss !he's an indian hunny! and i know it because ive searched the name of this mystery man all week wondering what the story was behind all the overdue bills and abandoned s**t, till now! his name is on a list of indian folks that recieve !government money! and they want to give him the money but he hasnt claimed it. Aafes, thank you for the suggestions as far a a Private Investigator.. if I could afford one, that would be a great recourse. I do, however, have friends who would be willing to do a little sleuthing on their own. I only know of a few places where he works or has worked - all have been reported by me to DCSS.

I would surely love to see what you saw; a baliff following a deadbeat dad out to his car. I find it hard to believe the judge confiscated everything that man had - his cell phone, watch, car, etc but THAT SURE WOULD BE GREAT! This particular deadbeat dad is a narcisist and adorns himself with fine clothes and jewerly! It's sickening.

To the lady who wished me good luck when my kids start asking about "daddy" ... the very sad thing is; he is in and out of their life just enough to do extreme emotional damage. They witness what he spends on his girlfriends (but not them); they see his jewerly collection, they know about his trips and vacations.

I know full well how high emotions run in cases like this - that's why there are weapon checks at the entrance of the family law court house long before it is customary else where. I've had to remove my emotions because this kind of injustice - - the one a mother watches perpetrated against her children is just too extreme to hold onto and feed. I certainly know the anger, frustration, and sometimes even hate and have found that they only make me ineffective.
I think the County is partly responsible because as in your case, they were/are derilict in their obligations. You said the authority in your case would not mandate a paternity test and then used the excuse that since paternity was not established, they closed the case.

Charges were filed against J.C.N. in October of 2003 but they couldn't get the warrant to him for well over a year even though he lived right inside the county and DCSS knew his address.
I'm still writing letters to every official, politician, and director. DCSS has requested the judge revoke his probation and there will be a hearing sometime this summer. If the judge doesn't act judiciously, there is a board that oversees judges .. I'll write to them.

My email said there had been new remarks added; that is why I checked today but there isn't anything new. I'm hoping some civil attorney or someone who can help will come across this posting and add a comment. More helpful than that is if the companies who are paying him on a 1099 not knowing he is a sub-contractor only to avoid taxes and child support will give me earnings information.

He is only 2 years away from being eligible for social security retirement; the S.S. office has already told me they can withhold up to 65% of his S.S.

I have heard, and learned that if you write to your congressman, and the DA that sometimes this works to get things moving with your specific case. If he has a court order against him and he is in violation of it then it would seem they need to do something about this. I know it takes time, but I think if you become a nusense then they will work a little harder on your specific case.

Also, if you know where he lives (as it seems you do) and he works you could have a PI follow him and take pictures of him "on the job sites" his car, house, ect. to help prove he works "under the table" is able to afford all of the finer things, and yet does not pay child support.

As for the other posts being "jerry springer like" I would have to disagree with you there. There is nothing wrong with a mother having feelings about her children being abandoned by the other party who should care about them also.

In my specific case I had to get an attorney who pretty much has done nothing. SED opened my case and then a few months later closed my case and the reason... " unable to establish paternity" SED didn't make him get a "dna" test, they didn't even try, because the "father" called them and told them he had an attorney, and they closed my case and told me to "go get an attorney" however, my lawyer did eventually get the dna test done, but SED STILL won't take my case, they are afraid of attorney's. There are emotions associated with these types of cases as they involve your children, and their future. It is not just all crossing t's and dotting i's.

If you have reached a point where you can remove your emotions from the situation and just go after him for support then I wish you all the luck in the world when your three children grow up and asks about "daddy."

I did not want my identity known. My friend Susan wrote the rip off report on my behalf after hearing me complain about it all these years. I too saw the typo, "myself" instead of "herself" and laughed. However, the real story is no laughing matter. I will not participate in the Jerry Springer type stories such as ones I've read regarding other dead beat dads where individuals simply write their opinions.

Contractors are indeed responsible to withhold child support (at least in California). If the county ran an IRS search on the 1099s filed, they could find the names of the companies who pay Mr. Narcomey. In that event, protocal is to send a letter demanding garnishment. A contractor is as liable to withhold wages as any other employer is; when they fail to do so, there is a hiarchy of punishments such as fines. With all my "squeaking," I cannot get DCSS to run a 1099 search. The only time they attached his checking account was when I suggested they check that data base. In 1999, at my suggestion, DCSS ran a search, found his bank account and seized $700.00.

Failure to pay child support is not a civil matter when there is a court order to pay. It is a criminal matter any time one is in violation of a court order. In addition, California has legislation which entitles the government to file criminal charges of "failure to provide."

Unfortunately, these particular courts aren't too concerned with charges of being "in contempt of a court order." Judges may not like it when their orders are not adhered to but until a large stack of violations have piled up, little to no action is taken. They do not put people in jail all that often for being in contempt of a court order. I know because I am aware of at least 11 violations of a court order (he) has committed in the last 6 months. Traffic court is more severe. Mr. Narcomey is not only in violation of several court orders, he is in violation of his probation and still, no punitive action has been taken.

His lavish life style has been documented. These documents have been in the D.A.'s possesion for several months. He does have a residence; a 4 bedroom house with a pool. Charges were filed in November of 2004. Even though the D.A. and DCSS and law enforcement has his precise address, the warrant was not served until May of 2005. The first hearing was not held until June of 2006.

These are the facts: Mr. Narcomey has never paid a full month's child support payment. For the first two years, he did pay one half of the court order. Because of that, his debt is $408,600.++ as of December 2005. After criminal charges were filed and a guilty verdict entered, he was put on probation and ordered to pay a particular amount on the 1st of each month. It has been 5 months since the court put him on probation; each month, he has violated the terms of his probation.

If you know Mr. Narcomey and you are or know who his "clients" are that pay him as a sub-contractor, please come forward or send the information to the Riverside County Department of Child Support Services, Riverside, California.

The problem is not with the Riverside County Support Enforcement.

If this deadbeat is working under the table as a subcontractor it is not likely support enforcement will ever be able to find his income. Support Enforcement utilizes a federal database known as the "new hire registry" in which an employer must report monthly any employees hired.

Working under the table, usually for cash avoids this. It is likely, rather if "subcontracting", that this person is performing these jobs for cash at a reduced rate. A 1099, if issued, would only serve to show the IRS his income and absolve the employer of any responsibility.

The court will generally allow a non custodial parent to remain free from incarceration solely for the purpose of finding a job and making income to pay the support owed. As long as there is an "attempt" to find employment (i.e. submitting copies of job applications) to the court the non custodial parent is allowed to remain free. If he has no residence rented or owned in his name he will be difficult to find.

Failing to comply with a "job search" or other instructions of the court generally results in a Bench Warrant. If found he is subject to arrest and detainment until he can be brought before the court.

The difficulty is that the matter is considered civil by most authorities. If, for example, he were arrested in Las Vegas, the issuing county would be contacted and asked if they wish to extradite him. Keep in mind, to do so requires the DA send an investigator physically to Las Vegas to take the party into custody and return with him. In most cases, the DA simply will not spend the funds to bring back a deadbeat parent and without extradition the arresting jurisdiction will not hold them in custody. This is a major flaw in the system.

There are options. If you are aware of where he is subcontracting at any given time send someone to videotape him at work. If you are aware of where he may be "splurging" on himself do the same. The court will be very interested in why he has no money, yet seems to be working for "free" as well as spending money he does not have.

I have witnessed many of these deadbeats appear in court - looking destitute, poorly dressed, unshaven etc. In several cases in which the custocial parent was "fed up" the court ordered the bailiff to follow the deadbeat to his/her car. In one instance finding a new car, expensive watch and ring, cell phone, and a wad of cash in the car the party was entering. The judge took ALL of it.

There are ways to find and prove assets and income if you try. The best bet is to spend a little and hire a P.I. You will be suprised at what is found.

I don't know if you just had a huge typo but something is not right here. Are you trying to hide your identity? Is this a friend we are talking about or yourself?

She/you have three of his children tells me she/you were with him for awhile yes? I think us readers are going to need more information if you want any sort of advice or feedback.

As for finding out people's employment in general there are steps to take to do so. I'm sure you know them if you've been dealing with this since 1994.
