Complaint Review: John Noyes

On May 1st, 2015 I purchased a 20 acre placer gold claim from John Noyes. Ebay user name electrical2525, item #181723514316 in the amount of $1,525. I paid for the item on May 2nd, 2015 using the service Paypal Credit service. The quit claim deed was filled out and I was told by John that the paperwork would be filed with the BLM. After some time I never received my copy of the paperwork from the BLM. I contacted John and notified him of the situation. I was told a couple of times over a span of time that the paperwork would be resubmitted. Before I know it a year passes and still nothing is shown as being filed on the BLM website. In fact I have copy of the record of the claim (Claim #6, AMC430009) from the BLM website still in his name. The last time I tried contacting him he ignored me. I realize he has pulled a fast one on me. He took the money and ran! He has since cancelled his registered name electrical2525 with ebay, either canceled his e-mail account or is just ignoring me AND will not answer my phone messages. It's way past the paypal buyer protection coverage time span so I can't get my money back from them. I DO NOT want this individual to get away with this!! He has my hard earned money and won't file the legal paperwork to get the claim in my name. So I own nothing! I'm so desperate to see justice and don't know what to do or who to talk to. Please help me.
