Joseph E. Collins was a promoter of Punch TV, a television production firm that never got very far in developing any content, distributing content or raising enough capital to fully develop a business plan.

Punch TV and Joseph Collins signed a contract with Hustle Zombies Entertainment in Los Angeles to produce a reality TV show.  Collins and Punch TV.  Punch TV contracted to pay 50,000 per episode and $2.1 million dollars to distribute the show.  PunchTV did not make the first payment and defaulted on the contract.  There is a judgement against Punch TV and Joseph Collins for $2,208,598.92 in a default judgment.  The court case is

Then, Collins somehow takes over a penny stock company named Urban Television Network Corporation, symbol URBT.  Urban Television Network Corporation is a Nevada corporation that was not current in its filing fees and Collins through URBT, filed numerous SEC filings and created a web site stating he's raising capital to launch the television network, production, and distribution business.

Collins has not disclosed in any SEC filings or in public statements to investors that URBT - Urban Television Network Corporation has a court judgement from the court case:

Be careful.  Collins makes commitments he does not keep, he doesn't pay his debts,  and he may be withholding key information from potential investors in his latest business venture.
