It appears Joe M. Horek is working the mortgage lending field now in the state of Washington, possibly Oregon. He has a company called Financing Northwest with the website of www.financingnw.com. You'll notice the website is very vague, lacking in full disclosure of what a typical financing, or reputable business would present themselves to the public on the Internet.

Again, beware of doing ANY business with Joeseph Horek, who you should most definately do a background check on. He has yet to take responsibility of paying back the thousands of dollars he took from many people in Washington and Oregon under his corporation(s), along with the long list of liens his contractors placed on his customers property because Joe failed to pay his contractors. Many people are still suffering from the fraudulient activities that took place.

10-16-06 (letter to NWFSR and our attorney)

We are having a problem with a local sunroom company on a remodeling project we started on our home over one year ago, 10-16-05. I would appreciate any suggestions you may have on what rights we have as homeowners or what we need to do to protect ourselves or our home. I will try to keep this brief and to the point.

Last fall, October 2005, we went to the Home and Garden show at the Convention Center. Northwest Finish Sunrooms presented us with our dream, we figured a budget, took out a mortgage for what we determined we could afford, and in good faith signed a contract for a sunroom/addition to the back of our home. There was pressure to get going as soon as possible and we were told that it was possible to have our addition by Thanksgiving. After months of promises and lies work finally began in April 2006. We also had to prepair the backyard by removing the deck and landscaping BEFORE they would start!

Work consisted of low quality materials, inexperienced subcontractors who were not provided the materials they needed to properly do the job, unprofessional behavior from employees of NWFSR, and costly mistakes.

When we had concerns usually we received no response, but when we were responded to the responses were disciplinary in nature. For example:

When we were concerned the landing at the top of the basement stairs area was not the 4' it was supposed to be but barely 2' wide, not wide enough for anyone to safely pass through the area, and absolutely not to code, we were presented with a change order for over $17,000. (Although I requested it many times I was never given a written explanation of why we were given this change order) We were made to feel this error was somehow our fault, although many times, even before the concrete was poured, I expressed my concern that it didn't look like there was enough room for the stairs. Each time I was told trust usyou will see

On more than one occasion rain was forecasted and the jobsite was not covered. Our many calls were not responded to. We did the best we could to cover the job site ourselves with the battered, torn, tarp they had left at the job site. There is extensive water damage to our home. At one point water literally poured into my son's basement bedroom. Many items were completely ruined. His mattress was so soaked with water it had to be discarded, everything on his desk and dresser filled with water including a laptop computer he had purchased less than a month before. The only compensation we asked for was reimbursement for the computer. This has not happened.

When we were concerned the windows had not been properly installed (they did not even open and close properly) we were met with anger. NWFSR wanted us to sign a waiver that if they reinstalled the windows they would not be responsible for them. (These windows were really badly installed and not at all to code or correct specifications)

On August 29, 2006 ,I came home from work at lunchtime to find the Honeybucket(portapotty) was gone and the worker and all his tools were gone. After a few calls to NWFSR I was finally able to talk to Joe who told me his lawyer had advised them not to do anymore work on the jobs they were losing money on. He told me there were 14 other homeowners in the same situation. I expressed my concern that we really needed to at least get the job "dried in" before the rains started. On the books we still owed them 2,835.00. We agreed that I could use this money to pay to get a roof (although I had already made a payment to them for 4,000.00 for a roof), which was never installed. We had to hire another contractor to do the roof one day before the heavy rains started at an additional cost of $4,000.

At this point Northwest Finish Sunrooms admitted verbally to not being able to financially finish the job. They promised me a note stating such, at which point we verbally agreed that we would not owe them any money and they would not owe us anymore work. We would both absorb our losses and move on. After pestering them almost daily (for three weeks) for the promised letter I received a notice of contract error. I was informed that NWFSR was considering adding $36,800.00 to our account for the amount that their audit showed we had been underbid. I told them this was not acceptable and again was told verbally by both Joe and Kevin that I would receive a letter that both sides agreed to absorb their losses, that no money was owed, and we could both move on. After making numerous phone calls and getting no response we sought the advice of a lawyer. At this point we were tired of being nice. We were tired of being lied to and manipulated. We felt it was only fair that they at least showed us enough respect to respond to us and at least consider reimbursing my son for his computer. We have not even had the courtesy of a response to the letter our lawyer wrote. Kevin at this point was playing "hard ball" on what had to be done to finish the job. NWFSR never finished the job as Keven stated and we do have the proof in writing as stated above, so Kevin you are lying on what you said on finishing the jobs!

We have made multiple attempts to work with Northwest Finish Sunrooms, have been extremely patient and have given them the benefit of the doubt on too many occasions. We have received promises, lies, and mostly a total lack of communication from them. At this point I don't think we should be punished further for Northwest Finish Sunrooms mistakes and carelessness.

Of even greater concern we know that there are at least fourteen other homeowners out there who are going through similar things with NWFSR. We also know they were at both recent home shows and may have more customers who have no idea what they are really getting into.

How do we protect ourselves and warn others? How do we find out if anyone has started a class action lawsuit? Any help in this matter would be greatly appreciated.
