Complaint Review: JTS & Associates/Pay Pal

I also applied for a birth certificate and was routed through Pay Pal who charged my account and then I was charged again through the company issuing the birth certificate. This company should be stopped with this scam. I am wondering if Pay Pal is involved also. If they weren't they would take steps to stop these people from pulling this rip off. But if you call Pay Pal they won't try to assist you either. I have appealed this charge to my credit card company and intend to find out if there is a government website to report these underhanded people.
