Payments applied late, $39.00 late fee assessed, even though total balance was just $18.43, it had been paid off prior to statement being issued

Dear Sirs:

I am writing to you regarding the statement to my account which is dated August 6. I am enclosing a copy of that account for your review.

Please note that my previous balance was noted to be $18.43. This payment was issued and mailed on July 20. There was no mention that I would have another $1.00 finance charge added at the time. The payment was not posted until July 31 for some reason and it was noted to be late. At this point a $39.00 late fee was added to the remaining $1 for the account

This is ridiculous, to be charged the extra $1 for the finance charge is one thing, but then to be charged $39.00 a late fee for the $1.00 finance charge is beyond belief. I contacted your Customer Service Department on this date at approximately 5:40 p.m. Central time and spoke with an individual by the name of Chris (I think, he spoke very poor English), but he would not give me his last name. When he would not answer my questions, I asked to speak with his manager. Initially he advised that he was the final say on this matter and was in fact the manager concerning these issues. He finally advised that he would transfer me to his manager. However, he noted he was taking other calls and would have to call me back. I asked for a return call within the hour, which I did not receive.

I then called back at 7:17 pm and was put on hold for some time. I then spoke with Bless, she was not very helpful either and kept indicating that since the payment was late, I am getting charged $39.00. She did not seem too concerned that the account had been paid off, that the late fee was more the double what the account balance had been (as noted it was paid off before statement was sent out)

Neither Customer Service Representative that I spoke with was much assistance. It was like trying to explain something to a brick wall. They just said, you were late & thus you will be charged $39 for the late fee, even though at that point all that was owed was $1. They did not even listen to explanation that payment had been mailed out 7 days prior to due date
