Kaplan University Financial Aid Never Dispersed; Received Pinnacle Collections Notice Davenport Iowa

I spoke to an admissions counselor and eventually enrolled for classes at Kaplan University. I completed all the necessary paperwork for financial aid, including FAFSA. The financial department tried to get me to apply for personal loans. I informed them that I didn't qualify for personal loans due to my limited credit history and had already spoken to my personal bank about this. They continued to push the personal loan issue stating that I could have a parent co-sign my loan.

After a week of this they told me my FAFSA came back and that I had enough grants to cover my first set of classes and not to worry about anything. I completed my classes and stopped attending for 1 session so I could move across the country. After signing up to take more classes I was informed I wouldn't be able to re-enroll until I paid $1,800 from an outstanding balance. When I asked what balance I was told that when I was denied the CitiAssist Loan they wanted me to apply for the college let me attend in "good-faith" and that I was to repay the money to Kaplan directly. Shortly after I received calls and letters from Pinnacle Collections stating I owed the $1,800 to Kaplan.

I never applied for the CitiAssist Loan. I had enough financial aid to cover the classes I had enrolled in. There would have been money left over from the grants I was supposed to have received so there should have never been a balance owed.
