I'm a local lending giving out my own money. On the process of helping (miss Kim Ball) I sent some amount of money into her PayPal account and she stole it and ran away with it. She doesn't reply my messages anymore or even pick up my phone calls. She scammed me.

So you are in the habit of just giving away money? Was there a particular purpose to giving this particular woman money? What do you mean she "stole it"- you said you sent money to her PayPal account. Sounds like you gave it to her, no need to steal. Then you say she "ran away with it"- so was the money in payment of something you didn't get? What did you expect in return for this money?
If the answer is "nothing," how did she go about "running away with it?" If you were just giving out of the goodness of your heart, what is this woman "running away" from? If you were trying to buy something, just be honest and say so- but don't expect a whole lot of sympathy from me. We got rid of slavery a long time ago, you don't get to try to buy people these days.
