Only an utter and dumb person would conduct themselves like this. If he had a viable business and had referrals he would not have to resort to littering and vandalizing city property. There are many by-laws that prohibit this and its well known but he is one of those few immigrant minorities that seem to think he is above the law. Today a child was running and playing and accidentally ran into this sign and almost severely injured themselves. When my neighbor call him he threatened legal action. Sam could care less, created an argument and hung up.
