My boyfriend received a telephone call this morning from a man named Frank Dorman. He claimed to be an agent from the Federal Trade Commission in Washington, DC. He informed my boyfriend that he had won a prize amounting to $350,000.00 from the Las Vegas Dream Foundation and had never been notified by the foundation to claim his winnings. The call was upbeat until the end, when he informed him that he had to pay 1% insurance for the safe delivery of the prize, which would be returned with the delivery of said prize tomorrow. "Frank" was extremely pleasant and helpful, even gave my boyfriend advice about not sending money to foreign countries and told him that there was a program for low income individuals to claim their prize without paying 1% but they had to forfeit 50% of their winning to compensate the agency that provided the colateral for them. My boyfriend asked that "Frank" fax some paperwork as verification of the legitimate prize, and he said he would. the fax never arrived... but when my boyfriend called him back he promised to send it in the morning... including all information on the insurance company to use and the details on delivery and refund of the 1%.
