Complaint Review: Law Investigation Department

I received a voice a voice mail on my cell phone from a man with a very heavy accent.  He stated he was an Officer something (I couldn't understand the name) and that he was from the "Law Investigation Department".  He proceeded to state that my social security number had been blocked by the US Government and that I was in serious trouble.  He also mentioned my address and stated that my home was being investigated and that there was a lawsuit filed against me and he mentioned my name and address again.

He stated it was an emergency and that I must call him back immediately at 412-360-8420 (the number that showed on my caller id was 052173896).

This man's voice sounded very familiar and some months ago I had received a similar message and did return the phone call at which time I was told that I had a large outstanding loan that I had not paid back, but that they were willing to settle if I would send them $500.00 via MoneyGram at Wal-Mart.  When I told him I would do no such thing and asked for specifics and also asked for him to confirm where the loan was from and to confirm my social security number with me, the person became very agitated and started using profane and abusive language with me on the telephone. 

I had also stated that if any of that were true for him to send me something in the mail to the address he had mentioned when he left the message.  At which time he again used profanity and abusive language and told me I would be sorry.  As I stated this was several months ago and I never received anything in the mail and no other calls until today.  The voice is familiar, but the name he is using seems different and so does where he is stating he is calling from.  Last time he stated some kind of Federal Agency.
