When I changed my decision, he told me he could not refund my money because he is broke and it would take six months to get my money. He used my money for his personal use and told me how he was going through a divorce and that's why he doesn't have any money.

Therefore, the first thing you should do is contact the Illinois Attorney Registration and Disciplinary Commission.
