Luca Express Benefits calls and states that they can issue me a Mastercard credit card with a limit of $2000 and all I need to do is pay a $249 processing fee. The took the money from my account on Nov. 5, 2002 and never sent the package until Dec. 13, 2002 (they said it would only take 2 weeks) when I got the package it did not contain a credit card but only an application for "Stored Value Mastercard" which is not a credit card. I called and asked for my money back, but they refused.

FILE A DISPUTE WITH YOUR BANK

#2Consumer Suggestion

Wed, December 18, 2002

Let your bank know that you were scammed, print out a copy of your "Rip-Off" report and file it with your claim. Most of the time, banks are very accomodating about charging it back to the so-called "merchant", but you have to stay on them and follow up. Also file a complaint with the Attorney General's office in the state that the business is located. Do this ASAP, as these companies routinely get shut down in time, and it is best to have a claim on file.
