Complaint Review: Luigi General Contractors

I contracted with Luis Tamay (Luigi Construction in Orange/West Orange NJ) to repave our long driveway. They dug out and removed the old driveway and built an apron and re-ordered the belgian blocks. They also poured gravel on the driveway. It's been over two months since they did this. They also dug out our neighbors yard and our yard to do all the work with the promise to smoothen out the damaged areas and resod the grass that was destroyed. They did not show up to do this. They also dumped a mound of dirt and broken asphalt in our backyard behind our bushes.

I paid Luis close to $7000. He did about $5000 of work. I have called a number of times asking him to come and finish the driveway with asphalt, to smoothen out our neighbors yard, and to remove all the dirt and asphalt he has left behind. I also emailed him. He does not respond. I subsequently found his company listed by the NJ Division of Consumer Affairs as one of the companies notorious for ripping people off (see http://patch.com/new-jersey/pointpleasant/njs-208-worst-contractors-who-may-have-ripped-you-2015-state-says). 

I do not want him to come back and finish the work since I am certain he will do a shoddy job but I would definitely like to get my $2000 back that he has ripped off from me!
