The letter state I was officially drawn to four prized names (for prize record)

Stating my name in #1 box it had a check mark stating comfirmed prize 3,341,006.00 that it was uncollected.
than it has CONGRATULATIONS NO.1(MY NAME)RESTRICTIVE-TELL NOBODY!
Then it saids: THIS IS A DAY YOU MAY REMEMBER FOR THE REST OF YOUR LIFE postmarked/prioritized 12/12/2005-12/13/2005
They are wanting you to send them $20.00 for report-release fee re said US dollar amount. it has a contract document # on it with a bar cord number is 5035233045 at the bottem of the letter it said RETURN DOCUMENT IN PREPAID ENVELOPE PROVIDED NOW-THIS IS OF UTMOST PRIORITY.
