Magazinecity.com ripoff fraudulent billing was billed for magazine subscription that was never received Charlottesville Virginia

I was billed for an International Subscription of "Natural History" on Feb 28th of this year from magazinecity.com. I was told to allow an additional. I was sent a confirmation email and in the info it stated:
"... Bi-weeklies and monthlies take approximately six to ten weeks to start... For subscriptions to be delivered outside the United States please allow an extra month for service begin."

I placed the order on Feb 26th, (i kept the confirmation email) so, according to what they said I should've received the first issue on (at the very latest) mid june, and that's allowing the full 10 weeks plus the extra month.

I wrote several email to whick I did not recieve any kind of satisfactory reply. When I wrote an extensive email requesting a refund, explaining that since this initially was a gift I no longer had any use for this, and was not treated in a professional matter, I was not even offered an apology, but was told, and I quote:
"The magazine insist that this issue was mailed and is in route to you now.

We will allow two more weeks and then request it be re-mailed."

O was absolutely shocked!
I wrote back inmediately, and told them that if I did not receive a refund I would report them.
That was almost a week ago, I have not received a magazine, a refund or a reply.
