I am extremely surprised to read a rebuttal after almost 3 years since we unfortunately did business with Mr. Billy Brackman/ 

My company provided Billy Brackman with a full refund.  We offer money back guarantee because we believe in our quality of work.    

I wont go into new details or make up a new story as Bily is attempting to refocus this Report into nothing more than his storyland of excuses.  The guy is an expert.  Speaks very eloquently, dresses the part.  You would never guess someone like him could possibly do such a thing.

Full money back was provided to him.  a full refund.   Not a single cent did we keep from his project.

One full money back is provided. There is really nothing to report or refutte on his part.  His money was returned to meet out money back guarantee, we provided him.

We expect work to be returned and not used once a refund is in place. But his take is to use it and sell it to his client.

Our report is meant as a warning to other freelancers. 

My message is not for prospective clients of his.  If you decide to hire him for your website, good for you. I am sure he looks the part of the top developer.

My report is meant for the other developers, new developers that may not have the experience of working with an internet scammer.  

Be very careful when you are hired by Billy Brackman to do any work.  As you would have seen on his Elance profile. He hires everyone and anyone to do the work he sells for triple or more as his own.   And he is very experience at out of scope work and not paying and getting away.

Just be very careful when doing work for him and make sure you get paid your money and he doesnt keep work doe free.

Imagine.  this is over two years ago.  He is still coming back in here with Threats against me and refutting something that is nothing more than a warning to other freelancers and developers.

This is for Freelancers out there.  There are many other honest and trustworthy clients that you will enjoy working.  This one will sound great and he will play that part until the moment he strikes.

Yes, I hire developers from all over. There are some amazingly talented and reliable people out there to work with in a global market place. I have the privilage of working with some great people over the years as well as forged some solid and long standing relationships. This has affording some great experiences. I have been to Romania 3 times to meet up with guys I work with there, Netherlands, US, South America as well as various parts of Asia. I work with designers who love deisgn and can articulate my ideas, I work with programmers who have a good understanding of what makes a website work well for cusotmers and end users. Its a great formuala. Services like Elance, Freelancers, Upwork have been great channels to bring talents together.

Anyway... back to the point at hand...

I will also post up our inital detailed breif, your initial distarerous redintaiton of that as well as the timframe in which you deliviered it in... at the 11th hour. You had weeks to work on it but left it to the last moment to start on it once I applied pressue. I HAVE ALL THIS COMMUNICATION STILL. Happy to post it up here.

I also have the endless reviews in which we provided to you based on the origioanl breif. We went countelss rounds with you but still you coudl not get it right.

We provided you FULL deisgn mock ups of every single page of the website. You had to design NOTHING. 

We also doucmented each and every page of the site in a breif for you to follow.

We deltails any specifc functionalities that site required.

In the end after being weeks over deadline I lost it with you and took it elsewhere. I had expressed to you previously that I was unsatisfied with you, the work, you missing things as well as being way overtime. I have all this docuented as well. Happy to share tihs on a future rebutal.

We took the site else where, another developer pulled it apart and fixed up or rebuilt sections you made a mess of... For example, the mobile responsive aspect of this was a disaster.

You were paid accordingly. I paid you a deposit and you kept it. I kept the balance to pay antoehr develoer to fix up your mess. I can show proof of this via elance ;-)... I still have all this documentation Frederick

So... my next move is to post further rebutal as well as post a RIP OFF REPORT against you for your poor standards, misleading enagement as well as taking my money and time when you shouldnt have.

To imply that you are legitimate and run creditable business would mean that you are honest about who you are as a business.  

You are dishonest.  You do develop or design any of the work you resell.  Hiring freelancers for everyone of your projects and paying them low wages and try to scam a big segment of them.  You built a facade, not sure if you are even a programmer or designer.

As far as refund.  Full Refund was processed.  My firm didnt keep a cent of your   money as it was all refunded.  We personally do not like unhappy clients.  And I offer a money back guarantee.  After over a month of working on your project and delivering an excellent  product which is still online.  The few additional adjustments you requested were past our quoted support.  We offerred you a very low cost for a very large website that was delivered excellently.  

After creating an issue - for some minor areas on a form, we tried to please you and gave you partial refund. But then your response was instead to come back and insult us.   

We stood by our money back guaranteed and this full refund was processed.  

We requested you take down the work as we did not release the rights of the Website to your firm and you have ignored our request for almost 10 months.

I have all proofs of my processed refunds and would be happy to go to arbitration.

Be Honest to your clients - if you hire freelancers out of Odesk or Elance - it would be nice to offer some honesty.  You build a great a facade and speak eloquently and give you props for that.  But it is dishonest to keep not paid work for whatever reason.  As a programmer, we deal with those clients sometimes that you can never please.

Once thing I learned about people like yourself.  It is .  Next time take it to an online arbitrator like - net-arb.com/ --  I should have done that when I had the chance.  Instead of having refunded 100% percent of you funds.   

They are a fair business to help us providers resolve issues with people that do business like yourself.

It is fair for you to use freelancers and pass it as your own work. Many people do that,  Just be honest to yourself and others if you call your self - legitimate or creditable.  

We are all legitimate and creditable. Just some of us are actualy programming and designer professionals and do not outsource to other firms.  We personally do the work.

We are open to proof that we refunded - this firm fully.  

Unfortunately for legitimate businesses that operate a creditable business you sometime in your business will come across difficult people and have to deal with difficult relationships.

The true nature of this report has nothing to do with being 'ripped off'. The freelancer that posted this report was actually paid in full. What is the real motivation for this is that we had a short lived relationship that went sour due to his poor work ethic, low quality of work and no respect of any deadlines for the project in which he was engaged to do. 

He was employed to construct a website for us to mange some work overflow we had. He had promised us experience, quality and fast turn around. What we got in return was a bug riddled and troublesome website that had so many issues it was embarrassing for us. Our project mangers had spent many extra hours providing reviews to help him correct his errors but still many things were not done or completely ignored by him.

In the end we took the project off him and took it to another developer who had to rebuild the website again from the beginning. This was not only one 3rd party developers opinion, it was that of three third party developers.

We kept our cool over the project as we had an upset client demanding their website. We needed to deliver, but it got to the point that it went too far and we needed to move it to another developer as we were not getting anywhere with this freelancer. So we ended the relationship and explained the true reasons why to him.

We used a service called Elance to hire this freelancer. Elance is creditable service that facilities the transactions between buyer and freelancer. It also operates on a 'review' and 'testimonial' based system to help us as buyers protect ourselves form bad experiences such as the one that we went though with this freelancer.

I personally felt obliged to share my experience that I have with this freelancer via the 'review' system as I felt it the correct thing to do. This is where it really went sour and he began making legal threats and to post reviews on websites such as this one. He also offered a full refund so we would not do so. But again, I refused as I felt it right to explain my experience to the marketplace so others would not go through the same experience. His offer of the refund also demanded that we return all his work but as we were way over deadline, having to deal with our client’s frustration and anger we could not easily do so. We needed what we had paid for, invested our time in to keep the client happy while we rebuilt the website again from the beginning. We even had to discount our project to our client as a stopgap to keep our relationship happy.

He also took to our Facebook page posting insulting and offensive comments, which was extremely unprofessional.

We will make request to have this report removed and hope that it may be so soon.
