signed up with licensed Cigna rep on 12-07-13 after assurance with her that I could go back and get premium reduction. After signing uthanks thank you email was addressed to Jane not Jean (correct name)! No problem Jean... I will fix! Cigna drafted $481.00 premium 13-18-2013 and said ID# would arrive in 7-10 days.  January 25th and no ID card! Feb. 4th called Cigna to inquire about ID # and get assistance for premium reduction. Was told I would have to call marketplace for that.  I called them and have documentation of the 42  representatives who sent me to Escalation , advanced resolution and the best one ... High Priority! To summarize; marketplace sent Cigna a policy that had been stuck in their defective system (was unable to edit or remove a policy that I had viewed online in November)  due to that feature being down from 11-27-2013 to 01-06-2014)!  This policy was $488.00 for which Cigna drafted from my checking account unauthorized and under the wrong name JANE! It is now May 9th and I still do not have coverage. I have been in the  government snake pit since I re-enrolled Feb. 15th! My application has been sitting on a case workers desk since enrollment.  On May 10th, Cigna notifies me that my application has been accepted and collects my premium!  Should receive my  ID# in 7-10 days.!  May 13th, Cigna notifies me and I quote, " in order for your coverage to be effective for March 1, 2014, we require all past due premiums be received and processed by March 31 in the amount of $877.00!!  I called Cigna and they said even though Cigna didn't receive my application until 5-8 and i wasn't notified until  May 9th, the caseworker neglectfully put effective date as March 1, 2014 so I need to pay for March & April by May 31 (90 day grace period is up)!  Called marketplace and they said we will have to put you in advanced resolution AGAIN and it will be 30-60 days for caseworke to change  your effective date.. That's all we can do for you and once agin we regret all you have been through!  I have spent over $1,000 - talked to 42 incompetant government paid so called representatives - 10 plus hours holding time and JANE (Cigna still had me as and was never changed from December to March 12th to get corrected)!
