I received a letter from Maryland Central Collections Unit all in CAPS informing me that I was notified my account with DLLR UEI Claimants was sent to collections. There is no date of the account, only a number. I have not lived in this state for years and have not received unemployment for nearly 20 years. Even then it was only for a short duration of time. I was never notified of an issue with my unemployment. The letter stated I could pay the collection with a credit card or send in payment. Under payment methods the word "Discover" for the Discover credit card was listed as "Dicover."

Is this some sort of scam? How can it be legal to send out letters demanding payment for a debt that does not exist. Even if the debt did exist, how is it legal to ask for payment over 15 years after? I have seen reports on this site from others who have received notices regarding MVA issues and live out of state. What is going on? What are my rights and what should I do?
