Microsoft Live (Xbox) No complaints department, no complaints procedure, unwilling to help Nationwide

I had problems with a Hacker/Modder on the Xbox 360 for months and Microsoft did nothing. The hacker was bullying people, threatening people and kicking them offline. I had problems trying to make contact with someone at Microsoft Live to discuss this matter. I spent hours calling and looking for contact numbers or an email address for someone who could help. The only option is to start an online chat with a customer services representative.

Microsoft apparently has a "block" service that you can use if you are having problems with other players and this was failing and still is. The Hacker was still able to enter the same lobby and control my game and I paid my monthly subscription for the hacker to control my game play for months. Unlike other companies, Microsoft Live does not have a complaints department. Their "complaints procedure" is to request that you post a message on the "website forum". This is not helpful when you are having problems with a hacker and it is not a complaint procedure. 

The block and mute "in game" also fails. You can get message after message from other players antagonizing you - even after you have blocked and muted them, and you can still end up in the same lobby with someone you have opted to "avoid". Again, this system is failing. Microsoft Live is quite happy to take your money but when you have a problem or issue they are not interested in helping.
