Microsoft Outlook.com Microsoft Corporation Wrote "Your Account has been recovered" yet can not use Redmond Washington

When do I get to use my email account? 4 days ago - this happens. Still without access to my email account - it sends me into a loop of "Your account has been recovered" yet try to sign in -  "It looks like someone else is using your account " then it asks for my recovery email address - then I print what it asks for. Then it wrote "That doesn't match the alternate email associated with your account. The correct email starts with..." it prints the first two characters of my email address - I only printed what it asked. I dropped down to "I can't verify my account" Then prints "You can still get back into this account by filling out a questionaire we'll get back to you within 24 hours (typically a lot sooner). Go to ..." It asks for the email account address and email address to send it to - I print the same email address it refused to use. It sent the code to that email address - I am happy it sent the code to print - then next to resent the password - then it prints - "Your account has been recovered" then "Next" - "It looks like someone else is using your account " then it continues the loop again.. When do I get to use my email account?
