midas auto service experts I needed two new Catalytic converters for my truck and I wanted to keep the old ones and he told me that the state has ot inspect them and he has to hold on to them for 30-90 days.I called the state police and he never heard of that so is this legal? I called the state police and he never heard of that so I'm sure he made about $200 on my old parts. If this isn't straightened out I will tell everyone I know about Midas.

Its seems like the State Police do not know the Federal Laws. In the box (or attached to the part) is a form stating "Installer must retain converter for for 15 days." You also stated : "I'm sure they made about $200 on the parts". May ask where you came up with those numbers? There is some value in those old converters but the price your were quoted for the new installation may have taken that into account.
