MINOL USA acted as the water billing company for my apartment in Seattle from 12/03 - 8/14. After moving out, the apartment's management company, RP Management, deducted an amount from our security deposit to pay MINOL.

However, I also paid the bill; MINOL was paid twice. RP Management informed me that MINOL needed to refund me the money. MINOL continues to tell me after 8 months that they are waiting for RP Management to verify that I was charged twice for the same bill before MINOL can mail me a check.

Although, I have been told on two separate occasions that a refund HAD been issued and when I log in to my account on the MINOL website, it states that a refund has been issued as well. Recently, when speaking with the account manager at MINOL, I asked if my copies of the security deposit return ledger would be adequate proof of written acknowledgement by RP Management that we are owed a refund. I was told that it would, and so I faxed over copies and sent electronic copies to the account manager via email. I have since spoken to the account manager, who claims she is busy working on other accounts and is still waiting for something to be faxed over from RP Management. Both companies have had more than adequate time to address this outstanding problem, but refuse to. MINOL continues to hide behind the apparent non-response of RP Management and to pay their employees hourly wages to deal with me, instead of the more economical alternative, which would be to pay me my refund and bring an end to the situation. 10 Months in and I still await my refund.
