Mr. Hansen is a very agressive tyrant in this park. So is his son Mr. Steven Harris (Assistant Manager) who lives next door to me. I feel he is not reporting all of his income to the IRS. He has many hats. A Real Estate Agent for Classic Homes, Maintenance Business which he charges $30.00 hr. and he goes off property on company time. He has been seen at Super Duper Video recently doing the roof or wiring something along that line. He also some time won a worker's compensation case because of his arms.

He seems to function just fine they way he does swamp coolers, climbing on roof of mobile homes, do roof work etc., etc. He is also illegally taking pictures of private property and making people clean up their backyards. We rent the space here and it is nobodys business to be on property without a 24 hour notice or emergency. Rumors has it that he is taking money for every sale on a mobile home in this park. I hope he is reporting it to the IRS???? He takes pictures of minor children also and is showing them to the residence of the park to make the child look bad.

Isn't it illegal to take pictures of children? It seems to me it might be harassment or stalking??? Besides acting like he has a contractors license and still charging repair and maintenance estimating at least over $500.00. He is also having cars towed left and right and recently we found out he changed the color of the permits. Without even an announcement or even making sure all the residence had 2 ea. by the way he charges $5.00 a piece for that. The residence parking permit was lavender but recently he changed that to brown. I'm afraid he may tow my car out of my carport because the permit is not the right color. It is very nerve racking. We never received notice on that either. We really need an investigation into this park. The management needs to be investigated on. Everything he does he gets a cut and making this park into a money making investment for him. Please help!!!

Mr Hansen and Mr Harris have responsibilities as landlords to follow certain state mandated regulations regarding this type of tenancy. You should refer back to your lease about tenant responsibilities and parking etc. There may be a parking problem in your park and he may have been cited by the City of Pomona or by the Fire Dept. if they have done a recent inspection.

If you are aware that the permits have been changed to brown and you are worried about your car, why don't you contact him about the change and purchase your one or two as needed. Make sure to ask for and get a receipt for your permits.

Ask him when this change went into effect and why you were not notified. You can ask further how often you will need to purchase new permits. IE; quarterly, monthly or annually.

Don't forget to note who you spoke with, the date and time and what their answer was. You might also ask for an updated park residence rules or if there have been any new changes.

I am in no way siding with your landlord/manager or against you. It is better to CYA and then take the next proper steps.

Thank goodness you are in California, because tenants here have a lot of rights that maybe Tim from Indiana is not aware of.

First you may want to call or go to your local city hall and check on the following since most information filed is public record:

1. The owner or property manager other than Mr Hansen or Mr. Harris, if any and take Tim's advice and call or write them a letter.

2. Does Mr. Harris have a Business License with the City of Pomona for the business's he has? (you will need the business name he is using for each company) .

3. Has there been an annual inspection recently from the Fire Dept and was there any violations noted? What about any history of violations? (check records at City Hall or Fire District)There are rules for record requests, make sure you ask the city clerk.

4. If you really feel your rights are being violated contact the Fair Housing Authority by visiting the attached web site, there is a lot of good information for tenants here. http://www.hud.gov/groups/tenants.cfm

5. As for him taking pictures of the children in the park, I would alert the parents of them and leave it up to them. As a parent, I would be concerned of anyone taking a picture of my child or children without my knowledge.

As a parent, I would then take it up directly with him, demanding the pictures and putting him on notice that I will be contacting the local police. Especially if I didn't get the pictures or if his response as to why he was doing this, was vague.

6. As to the IRS issue and the worker's comp and the many jobs he has, that is a personal issue I will not comment on.

I feel for you, but there's little you can do

There's nothing wrong with the guy trying to make money any legitimate way he can. In fact, I'm a bit confused as to why you would be angry about the fact that he works "side jobs."

Alot of the issues you touched on are simply his rights as a lanlord. He can take pictures of the exterior of your property without violating any laws, and I would imagine that your lease contract allows him to enter your property for pretty much any purpose. Of course, he can't come in to your house without your permission.

There's nothing wrong with him taking pictures of children, so long as the kids have clothes on, but what he does with those pictures could potentially be illegal. And yes, if he's following kids around with no legitimate reason, he could possibly be violating some harrassment/stalking laws.

If you feel that he is violating any criminal laws, then you should certainly report such to the police.

If he is an employee of the company that owns the park, a letter to the president of the company can be very effective. I once wrote a letter to the company that owns our park regarding a nasty comment that our manager put in our monthly newsletter. The manager was suspended for a month and has been quite pleasant since.

Beyond that, your best option is to move. I know that this is less than feasbile most of the time, but if it can be done, it's probably the way to go.

Believe me, I know that trailer park managers have a tendency to be scumbags and usually lack customer service skills. Enforcing the rights that you do have, and keeping the ownership abreast, is the best way to combat these scumbag activities.
