My Dish Now Charged for services not rendered Internet

I received an email from mydishnow.com. I called them and requested Dish Network Service. They asked me for all of my information and scheduled an installation date. I was told I would need to put a deposit of $199.99. I gave them my Debit Card. When the installer came to my house he said that due to limitations in the apartment complex where I lived he would be unable to install the Dish. He said he would contact the main office and ask them to refund my deposit. This was two weeks ago. I still have not received a refund on the deposit and an additional charge of $29.95 hit my Debit Card yesterday.

I have no idea what this charge is for. I have tried to call the main number to get this resolved. I was placed on hold the first time and no one came back on the line. The second time I was placed on hold for 20 minutes then the operator came back on and said he would have a Floor Manager call me. The third time the operator hung up on me. I called back and was placed on hold again. I hung up after 30 minutes. This does not seem like a legitimate way to do business.
