Complaint Review: National Awards Commision N.A.C.

I received official looking documents, with gold, embossed seals, that stated that if I had the winning number i would win &i,000,000.00. I could collect the money as a lump sumof $555,000.00 or as a 30 year annual annuity of $33,334.00. The forms stated "no purchase necessary " but you had to send them $11.89 as an "enclosure of premium selection fee required for delivery of the special premium offer." You only had 7 days to respond. Also, somewhere in the rules I read that "If winning number is not matched, prize will not be awarded. " The sponsor is:Westport Enterprises,Inc. P.O. Box 34692, Kansas City MO 64116-0692. At the top of the letter it says "Department of Public Relashions" - I wonder what Kansas City would think of that?
