Complaint Review: National Awards Commision / Westport Enterprises Inc.

I received a very official looking document in the mail postmarked 17 Apr.2007 from "National Awards Commision Administration ANDControl office Headquarters". (Their typing mistakes!!) In essence they would enter my name in a draw for one million dollars if I sent them fifteen dollars. In return they would send me a gift certificate for $2500.00 for up to 75% off WOARewards.com online merchandise and service offerings. Enclosed was a letter stating the aformentioned offer, a form to fill in, a credit purchase form, and an official rules form (small print!!). The letter was signed by "Raymond Sauer" National Awards Commission Financial Management Officer.
One of the statments on the Official Rules /Terms and Conditions form is "It is possible that there will not be a Grand Prize Winner".
