Complaint Review: National Awards Commission

this is a big rip off. I received this letter in the mail stating that was a winner of 1 million dollars and I had to sent them 11.28 for some type of booklet. This is the biggest rip off piece of mail I ever received. It even gave me a choice as to how I wanted my winnings split up. If you win anything through the mail you don't have to send money to claim prize. I even tried to locate a phone number. No luck
