National General quoted me coverage and I signed up and paid the first months premium.  After that they say they sent me an email where my yearly quote had gone up by 50% due to a faulty headlight incident. This was a ticket issued with no points assessed. 

I never received the email, so when I confronted them that I never sided up for the new rate and that if I cancelled they would charge me a penalty, they basically said too bad.  If I don't pay, they threatened to sue me for the $13 that they say I owe.  So my coverage for 6 days will end up costing more than a single months premium.

When you submitted the application or request for a quote did they ask if you had any previous tickets? Did they diferentate any ticket verses one that assesses points?

If they did and you failed to list it because you didn't "think" it mattered, then you got a quote based on false(incomplete) information you gave them. That is not Bait and Switch on their part.

Now, if they didn't ask for it (unlikely), you MAY have a complaint depending on what other exclusions they had about the quoted rate. Such as did they retain the right (likely) to modify your coverage if they discover additional information that wasn't previously reported.
