This is a very clever web scheme travel service.  For the unwary - like me -this  leads to a big rip off.

If you google Shenandoah national park lodging, the search result has the usual

list but the one you want is "visitshenandoah.com" a free reservation service not nationalparkreservations.com.

When you follow the latter jump link and enter all the info and your credit card, right at the end you have to first click "I accept all terms and conditions" before

they will processs the reservation. In the small print there at the end of the page is the disclosure that they are going to charge a nonrefundable 10% fee for the total amount of the reservation.

When I protested, the rep told me, you did not read the terms and conditions

so you are stuck.  This is a very expensive fee for a simple task. All of the

web site  leads you to believe you are at the park consession web site.
