NCS Debt Collections Not legitimate and very deceiving! Internet

On 4/12/2013 I was unknowingly given an internet loan by HydraFund IV in the amount of $250. A month later I received a call from a collections agency and notified me of my default. I immediately paid the debt after I checked my statements and realized they were correct. I was sent a letter absolving me of any further collection attempts. Case closed, right? Wrong.

12/07/2013 I received a call from an individual representing a debt collections agency,  NCS. I was told that I had a loan that gone into collections from a company known as BCD Group LLC. I could settle the loan for $400 and if I could provide documentation from the other debt collector that I had paid the debt then the funds would be immediately reversed. I agreed and paid them. Then I had concrete evidence that I DID in fact pay the debt. 

When I sent the supervisor of NCS collections, Melissa Jefferies, proof that I had paid the debt to another collections agency and the account numbers matched they still refused to credit my card back. I called a couple times, all in a non-threatening tone, and eventually Mellissa Jefferies stopped answering the phone and I was put in contact with a compliance manager and I was told to stop calling. When I threatened legal action they refused to work with me.

So I attempted to track down EXACTLY where NCS was located because they refused to give me a physical address. I contacted the FTC, numerous Attorney Generals in numerous states, and other internet watch dog sites. I also filed a dispute with my bank and got my money back. Over the course of this month I found that there are other similar issues with this agency and they have been investigated numerous times for the same thing including failing to comply with the guidelines that were set forth by the FTC for Debt a Collection agencies.

12/30/2013 I received a call from NCS and they wanted to know why the payment was reversed. I told them of all the complaints I had filed and they were not a legitmate agency and that I was speaking to my lawyer I reference to legal action. The demeanor of the NCS representative totally changed and she stated that my "account would be updated to "paid in full status"  and no further action would be pursued". Then she says to have a "happy new year". Wow!
