I purchased a new Subaru from Neil Huffman on March, 30, 2003 at

4926 Dixie Highway
in Louisville, KY.  The salesman wanted to sale me an extended warranty which I refused.  He then offered me something called a Pro Guard No Claim Bonus warranty which would refund the entire cost of the warranty in 72 months if there were no repair claims made.  I agreed.  The cost was $1,195.  The 72 months have come and gone, there were no claims, and I have not been able to collect the money owed me despite numerous promises by Neil Huffman that it would be paid.

I contacted their former manager, Chuck McDonough , and hand delivered him all the paperwork prior to the 72 months and was promised this would be taken care of.  Months passed and I then contacted their business manager, a lady named Karen, who promised me numerous times over a period of three months that the check just needed to be signed and it would be mailed.  After several weeks I contacted her once again.  She stated that they were waiting on an approval from the Pro Guard representative for myself and another customer, and that it would be paid out of an accrual account.   Karen has since left their employment, so I contacted their new manager, Doug Evans.  He put me in touch with their new business manager who said, being new, he would need to research it and get back with me.  He never did.  I contacted him again after two weeks of hearing nothing and he acted as though he knew nothing about it and that this was not his problem.  He told me to file directly with Pro Guard.

I contacted Pro Guard only to find that the company has since gone out of business.  The company goes by another name, NCB, and a portion of the company may still be in business since they refer you to other departments when you call.  Their answering machine says not to bother leaving a message if you are seeking a No Claim Bonus Refund, that no phone calls on this matter will be returned.

I have since found that the attorney general of PA has filed suit against this California Company.  I believe Neil Huffmans managers and employees knew this all along and did not want to tell me for fear that they have liability in this matter.

I believe that Neil Huffman is responsible for this amount because they were the sellers of the product.  Neil Huffman is the service contract company referred to in the contract and was paid by Pro Guard to service my car if I had made a claim, which I did not.  By reading literature online, I also believe that their salespeople and owners received a sizable portion of the warranty fee I paid.

Neil Huffman lied to me, deceived me, and have tried their best to avoid me.  They have not been above-board in their dealings with me.

The warranty company is/was Pro Guard International Inc.,

P.O. Box 3615, Laguna Hills, CA  92654-3615
.    Phone:  800-825-4826.   The answering machine refers to them as the NCB Company and says it has ceased operations.

I would like to hear from anyone else that has been ripped of by them.  Together we can do something.
