Netspend Meta bank, Ace Elite refused to refund 594.65 after proof that merchant didn't collect Austin Texas

I attempted to make a purchase at th e post office for a money order in the amount of $594.65 and was told the card declined. Well I had just gotten paid so I knew that wasn't true. I looked on my account history and it shows the post office did deduct the amount so the post office supplied me with my receipt showing 0 dollars were deducted and I faxed that over to Netspend. I was told it can take nearly a month for them to refund my money!! I will be homeless before that time. Netspend doesn't care... the agent advised me that this is a known issue and they're going to fix it. Well if it is then why the hell didn't they advise all there customers that there experiencing issues with there debit cards?? I've filed with the bbb and took to the media. Now I'm looking to process a lawsuit.
