I got my letter today. Interesting is that it was sent from zipcode 50322, which is Urbandale, IA. Also interesting is that our deadline is CST. I wouldn't be surprized if this letter wasn't mailed from someone's house (one of those work from home schemes).

I will send them a letter telling them that they never answered my original letter, and when I did try to make payment the letter was returned as unclaimed. I am also forwarding all of this information as back up to my original complaint with the New York Attorney General.
